The Inhulskyi District Court of the city of Mykolaiv partially granted the claim of a deputy of the Mykolaiv Regional Council Alla Ryazhskykh against a physician and former regional council deputy Svitlana Fedorova seeking protection of honor, dignity and business reputation. The court issued the decision in case No.489/571/26 on 10 July 2026.
The reason for the court proceedings was a publication by Svitlana Fedorova on Facebook and her Telegram channel “FEDOROVA-ZARAZA”. In the post she alleged that Alla Ryazhskykh was allegedly intoxicated, was shouting, tried to throw a glass at her, and that the deputies allegedly consumed alcohol during working hours.
The court decision was published on 10 July 2026 by Svitlana Fedorova on her Telegram channel.
The court found the statements to be false and to demean the deputy’s honor and dignity, as well as to violate her business reputation.
In the operative part of the decision the court assessed the information disseminated by Fedorova.
“To recognize as false information that demeans honor and dignity and damages the business reputation of Ryazhskykh Alla Antonivna the information disseminated by the defendant Fedorova Svitlana Fedorivna in her personal profile on the internet platform “Facebook” and on her Telegram channel “FEDOROVA-ZARAZA”.”
After the decision enters into force, Svitlana Fedorova must, within 5 days, publish a retraction in the same social networks where the contested post was posted. The retraction must be both written and in the form of a video address, without personal comments and with free access for users.
The court also specified the headline under which the retraction must be posted.
“Retraction of false information published by Fedorova Svitlana Fedorivna regarding citizen Ryazhskykh Alla Antonivna”.
In addition, Svitlana Fedorova was ordered to pay 15,000 hryvnias in moral damages to Alla Ryazhskykh, 10,000 hryvnias for professional legal assistance and 1,830.40 hryvnias in court fees. The court denied the other parts of the claim.
Alla Ryazhskykh filed the claim in court back in March 2026. Initially the deputy demanded 100,000 hryvnias in moral damages and stated that she planned to direct these funds to support the Armed Forces of Ukraine. The parties declined the settlement proposed by the court.
The decision has not yet entered into force and may be appealed to the Mykolaiv Court of Appeal within 30 days.
After the court decision was published, Svitlana Fedorova stated that she considers her words to be value judgments, and called the requirement to record a video retraction without comments a possible interference with freedom of thought.
“Well, my friends, a miracle did not happen. It would have been a miracle if the Lord ran our city or region; then perhaps there would be more justice. Friends, read the court decision about the deputies’ behavior and the fact that I, in a PUBLIC place, namely near the exit of a restaurant, filmed them on video during working hours, on a working day of the session. Please share your opinion about this court decision. Tell me, friends, if any of you are lawyers, how fair is it that they now require me, by court decision, to record a mandatory video address WITHOUT PERSONAL COMMENTS? Isn’t that an interference with freedom of thought? How lawful is it now to effectively force me to make a video address in which I must refute my own value judgments? By the way, they decided to extort from me not 100 thousand, but 27, or what: to pay her 15 thousand hryvnias in moral damages, 10 thousand hryvnias for lawyers and plus court fees. So what these … do — that’s fine. And the fact that I showed it — deserves censure and condemnation of me. I await your comments. P.S. There is also something positive in all this. Thanks to the court we now know how much a deputy’s honor and dignity and his moral face cost. 15 thousand hryvnias. By an independent assessment, so to speak”.
