A shore for children or a parking lot for yachts: parents are asking to stop the sell-off of sports schools in Mykolaiv
Children may be left without a safe place to launch boats
A letter from the parents of pupils of Mykolaiv’s children and youth sports schools korabelov.info was sent to the editorial office from the parents of the children of the Mykolaiv children and youth sports schools “Olimp” and “Atlant”. The authors of the appeal ask journalists to pay attention to the situation around the coastal infrastructure which, they say, the city authorities may take away from the children’s sports schools under the pretext of “arranging mooring bases”.
This topic is not new for the Korabelnyi District and Mykolaiv. Back in 2024 we wrote about an attempt to take the pier from KDYuSSh “Olimp” on Novobudivna Street, and in 2025 — about the conflict around KDYuSSh “Atlant”, where the municipal enterprise KP “Taymset” was already directly involved. Now the parents of the two sports schools claim that the story may be much broader — not about a single pier or parking area, but about a systematic cutting off of youth sports from the shore.
In the letter the parents call the situation a “request for an investigation” and say directly that they see signs of a corrupt grab of the shoreline in the actions of the authorities.
“REQUEST FOR INVESTIGATION: Corrupt plundering of the shoreline in Mykolaiv — the city administration is taking children’s sports school infrastructure in favor of the parking business of the municipal enterprise “TAYMSET”.”
The appeal states that the parents of pupils of KDYuSSh “Olimp” and KDYuSSh “Atlant” ask national media to take the situation up because, in their view, this is a case of the local authorities exceeding their powers during wartime.
“Dear journalists of the national media!
We, the parents of pupils of Mykolaiv children and youth sports schools (KDYuSSh) “Olimp” and “Atlant”, appeal to you with a request to take up the outrageous case of corruption and the exceeding of authority by local officials during the war.”
The main complaint of the parents is the possible alienation of territories and facilities that have been used for youth sports for years, in favor of a municipal enterprise whose core business, they say, is related to parking.
“Right now the Mykolaiv city administration, under the cover of “arranging mooring bases”, is trying to alienate strategic territories and facilities of children’s sports schools to transfer them to the municipal enterprise “TAYMSET” (main activity — vehicle parking). This grab is accompanied by pressure on directors, ignoring the law and shadow lobbying in Kyiv.”
Regarding KDYuSSh “Atlant”, the authors of the letter claim that the school holds a valid state land title with cadastral number 4810137200:01:001:0005, however, despite this, a division of the plot is allegedly being prepared. According to the parents, young yachtsmen could lose their boat launch site, and baseball players — their field.
“KDYuSSh “Atlant”: The school has a valid State land title (cadastral number 4810137200:01:001:0005). Nevertheless, a plot division is being prepared that takes away the only boat launch place from the young yachtsmen and the baseball field from the baseball players. Dividing the plot in half in favor of the commercial municipal enterprise “TAYMSET” is a gross violation of the land’s designated recreational use.”
Regarding KDYuSSh “Olimp” in the Korabelnyi District, the parents write about the threat of losing an equipped platform for the safe launching of vessels. Instead, they say, the children may be left with a dangerous earthen slope.
“KDYuSSh “Olimp”: They are taking away the equipped asphalted platform for the safe launching of vessels. Instead, the children are left with a steep earthen slope on the outskirts, where launching heavy boats is life-threatening.”
Separately, the authors of the appeal emphasize child safety. They believe that the presence of outsiders and vehicles on the territory of the sports schools could create risks for pupils and a conflict of liability in the event of an emergency.
“Risks: A sports school is a controlled facility. The appearance of outsiders and parking vehicles of the municipal enterprise on the schools’ premises creates a direct threat to the safety of children and provokes a collision of responsibility in the event of an emergency.”
The parents also raise legal issues. The letter mentions the opinion of the city administration’s legal department dated 22.04.2025 №22310, in which, they say, it is stated that children and youth sports schools do not fall under the Law of Ukraine “On inland water transport” in the way that is being used to force a land division.
“Ignoring the lawyers’ conclusion: The city administration’s Legal Department in its opinion dated 22.04.2025 №22310 clearly stated: DYuSSh do not fall under the Law “On inland water transport” and operate legally. There are no grounds for forced land division. The city administration is simply ignoring this document.”
Another complaint is the absence of a decision by the Mykolaiv City Council session. The parents emphasize that the issue of separating land plots with state titles should be decided not behind closed doors but through the city council.
“Bypassing the session: No issue regarding the separation of land plots was brought before the city council session (which is the only legal way to change the boundaries of plots with State titles).”
The letter also mentions Deputy Mayor Anatolii Petrov. The authors claim that his directive №3441 allegedly forces school directors to agree to the division of the plots.
“Administrative pressure: Deputy Mayor Anatolii Petrov, by personal directive (№3441), forces school directors to sign a “consent” to the division of plots. This is a direct exceeding of authority (Art. 19 of the Constitution of Ukraine).”
According to the parents, at the relevant council committee meeting the majority of deputies supported the sports institutions and opposed such division. The letter names Artem Iliuk and G. Nord among the deputies.
“Position of deputies: At the meeting of the profile committee of the city council the majority of deputies (including Artem Iliuk, G. Nord……..) openly supported the sports institutions and opposed the grab (we attach the meeting video).”
The authors of the appeal point separately to the role of the Expert-Public Council under the leadership of Artem Vashchylenko. In their opinion, this structure is used as a cover for pushing through desired decisions.
“Scheme of “shadow” governance and lobbying in Kyiv: The Mykolaiv authorities use a cover in the form of the “Expert-Public Council” (EPC) under the leadership of Artem Vashchylenko.”
Another important argument of the parents is the ban on navigation in the Mykolaiv water area during the war. They ask: why now, under the pretext of “arranging” mooring bases, change the rules for mooring bases if civilian vessels cannot freely go out on the water anyway.
“Manipulation of the law: The authorities justify their actions by “arranging”, but navigation in the Mykolaiv water area is completely prohibited until the end of the war (Order of the Ministry of Infrastructure №329 and the OVA decision). Civilian vessels cannot go out on the water.”
The letter also refers to document EPC/2026-09, with which, according to the parents, they appealed to the State Regulatory Service of Ukraine. The authors believe the goal of such an appeal is to allow sports schools to officially provide “parking services”, and then legitimize the transfer of the shore for commercial parking.
“Lobbying under the guise of reforms: Despite the navigation ban, the EPC (Outgoing No. EPC/2026-09) officially appealed to the State Regulatory Service of Ukraine asking to change Cabinet Resolution No. 356. The aim is to officially permit sports schools to provide “parking services”. This is being done to legalize the seizure of the shore by KP “Taymset” for commercial parking lots.”
The parents see not only a legal but also a financial component in this story. They recall that the sports schools independently maintained part of their infrastructure, and income from services went to support sports.
“Financial motive: The schools independently and lawfully maintain their infrastructure. The funds go to special accounts to support sport. The city administration wants to bring its own municipal enterprise into the ready-made facility to direct financial flows as needed.”
In the appeal the parents formulated public questions to Deputy Mayor Anatolii Petrov. They want to know on what grounds the official can issue directives on the division of communal property and plots without a city council session decision.
“On what grounds do you issue directives regarding the distribution of communal property and plots with State titles without decisions of the city council session?
Who will bear criminal responsibility for the safety of children when merchants from the municipal enterprise “Taymset” are allowed onto the schools’ premises?”
The parents also address questions to Mayor Oleksandr Sienkevych. The main question is why, during the war, the interests of a parking enterprise, in their opinion, may be placed above the infrastructure of children’s sports.
“Why, in wartime conditions when navigation is prohibited by Order No. 329, is the city administration lobbying for the interests of the parking business at the expense of destroying the infrastructure where the Olympic reserve is raised?
Why are the interests of KP “Taymset” placed above the conclusions of your own Legal Department (№22310) and the position of the profile deputy commission?”
The authors of the letter note that they are ready to provide journalists with evidence: scans of the legal department’s opinion, Deputy Mayor A. Petrov’s directive, the EPC lobbying letter, cadastral data, the state title of KDYuSSh “Atlant”, the commission meeting video and photographs of the territories.
At the end of the appeal the parents ask for help to stop what they call a cynical grab and to prevent the destruction of children’s sports for the sake of commercial parking lots.
“We ask the national media to help stop this cynical grab and not to let the local authorities destroy children’s sports for commercial parking lots.
Sincerely, Parents of pupils of KDYuSSh “Olimp” and KDYuSSh “Atlant”.”
This story did not begin today. On 22 August 2024 korabelov.info wrote that the parents of pupils of KDYuSSh “Olimp” in the Korabelnyi District protested attempts to remove from the institution’s balance the territory with a pier on Novobudivna Street. At that time it was noted that the pier brought additional income to the school, from which equipment was purchased and children’s participation in competitions was funded. The same article mentioned the order of Mayor Oleksandr Sienkevych №222r dated 2 August 2024 on the creation of a working group regarding “Olimp” and “Atlant”.
Back then parents already pointed out that members of the working group were more interested in yachts, services, the pier and the special account than in children, training, competitions and the needs of the school. The school director Svitlana Kapur showed guests the boxes, kayaks, boats, gyms and the pool, and the parents’ group insisted that the vessel parking helps to earn funds specifically for the development of youth sport.
Now the parents’ letter essentially unites all previous episodes into one picture. In 2024 — alarm over the pier of “Olimp” in the Korabelnyi District. In 2025 — the conflict around “Atlant” and the emergence of KP “Taymset”. In 2026 — a new appeal from parents who now speak of possible systematic alienation of the coastal infrastructure of children’s sports schools.
The editorial office of korabelov.info is ready to publish the position of the Mykolaiv City Council, KP “Taymset”, Deputy Mayor Anatolii Petrov, Mayor Oleksandr Sienkevych, the Expert-Public Council, the management of KDYuSSh “Olimp” and KDYuSSh “Atlant” regarding the claims made in the letter.
