The fate of self-seeded forests in Korabelnyi District: the prosecutor's office is suing the city council

The District Prosecutor’s Office of the city of Mykolaiv has filed a lawsuit concerning land plots with a total area of 117 ha that were naturally afforested.
This is reported on May 18, 2026 by the press service of the Mykolaiv Regional Prosecutor’s Office.
The lawsuit was filed in the interests of the state, represented by the State Agency of Forest Resources of Ukraine and the Southern Interregional Department of Forestry and Hunting, against the Mykolaiv City Council.
The prosecutor asks the court to declare the city council’s inaction unlawful and to oblige it to adopt a decision to classify the land plots located in the Central and Korabelnyi districts of Mykolaiv as naturally afforested.
This concerns self-seeded forests, which by law must be classified by local self-government bodies as naturally afforested plots. For this, the city council must adopt the appropriate decision and enter data about such lands into the State Land Cadastre.
According to the prosecutor’s office, contrary to the procedure prescribed by law, the Mykolaiv City Council did not take the necessary measures to protect the self-seeded forests. This was the reason for the prosecutor’s appeal to the court.
Currently, court proceedings in the case are ongoing.
