Deputies did not approve the land plot for a bus stop with a shop in the Korabelnyi district
Six deputies abstained: the fate of the land for a bus stop with a pavilion will be decided at a city council session
Land for a bus stop pavilion: in Korabelnyi, the issue was sent to the council session without a recommendation
In Mykolaiv’s Korabelnyi District, entrepreneur Olha Ivanivna Levina applied to formalize the use of 28 square meters of land for a bus stop complex with an integrated retail pavilion. The plot is located at the intersection of Bohoyavlenskyi and Korabeliv avenues, on the route toward the city center.
The city council’s land commission did not support preliminary approval of the easement and referred the issue to the council session without making a recommendation. The discussion took place during the commission meeting on October 16, 2026.
What exactly is being proposed
Draft resolution s-zr-303/187 provides for granting sole proprietor Olha Ivanivna Levina preliminary approval to conclude a personal fixed-term easement agreement. This involves preparing technical documentation to establish the boundaries of the land plot, with a total area of 28 m², to be used.
The document designates the plot for a stationary temporary structure in the form of a bus stop complex with an integrated retail pavilion. At the same time, the plot itself is listed as undeveloped.
The draft was prepared on the basis of permit file materials dated January 16, 2025, and with reference to an opinion issued by the city council’s Department of Architecture and Urban Planning on February 21, 2025. If the resolution is adopted, the applicant will have to submit the completed technical documentation to the Administrative Services Department within 6 months.
Thus, the matter under consideration is preliminary approval to formalize an easement. The draft does not provide for extending the current land lease. At the same time, its wording does not make it possible to determine with certainty whether the existing structure is to be replaced or whether the land is to be made available for its installation.
One vote in favor
Land commission chair Olena Nesterenko, a representative of the Servant of the People party, drew attention to the designated use of the plot and proposed considering the issue in a separate vote.
“I suggest we vote on this issue separately, because it concerns a bus stop complex.”
In the vote on preliminary approval, 6 council members abstained and 1 voted in favor. The proposal did not receive the commission’s support.
After that, Olena Nesterenko proposed referring the issue to the city council session without a recommendation from the land commission. 7 council members supported this proposal.
Thus, the commission did not issue a positive recommendation, but it also did not close off further consideration of the issue. The council members will decide on preliminary approval of the easement at the session.
When a kiosk is removed along with its shelter
The issue of allocating land for bus stop complexes also concerns the conditions in which passengers wait for transport.
Earlier, in Mykolaiv’s Central District, at the intersection of 9th Voienna and Kostiantynivska (Bondarenka) streets, an entrepreneur dismantled a bus stop complex along with its kiosk. As a result, people were left without a shelter or benches.
The kiosk owner ceased operations and stopped paying for the use of the land, after which they were ordered to dismantle the structure. The facilities used by passengers were removed along with the retail structure.
After the dismantling, the executive committee began looking for funds to install a new bus stop. City council secretary Dmytro Falko drew attention to the inconvenience caused by the lack of a replacement prepared in advance.
In the case of the Bohoyavlenskyi and Korabeliv intersection, the matter currently concerns a land procedure. Referring the issue to the council session does not yet mean that the easement has been approved or that permission to install the complex has been granted.
