On the night of October 14, 2026, connectivity on Starlink’s StarShield “military package” in Ukraine began dropping at speeds above 160 km/h, or 100 miles per hour. In the morning of the same day, presidential adviser Serhii Beskrestnov, known as “Flash,” reported the overnight restriction.

“Our Defense Forces were not warned about this restriction, and it disrupted a number of missions. It is obvious that this action cannot be a coincidence and is connected to the current political situation,” Serhii Beskrestnov wrote.

Speed limits had already applied to regular Starlink services before this change: they were introduced for movement at speeds above 70–90 km/h when the “whitelists” were introduced.

The issue of intelligence sharing with the US was raised by Ukraine’s Foreign Minister Andrii Sybiha at the Warsaw Security Forum. He said that intelligence sharing between the two countries was continuing, despite relations with Washington remaining strained.

Before the minister’s statement, Axios, citing a Ukrainian official, reported that US representatives had made threats during negotiations. According to the report, the US side threatened to stop providing intelligence to Ukraine unless the Ukrainian Defense Forces halted strikes on Russian oil refineries (refineries).
