The State Environmental Inspectorate drew up 16 protocols against officials of the municipal enterprise "Mykolaiv Parks" over three years

During 2023–2025 the State Environmental Inspection of the South-Western District issued 16 administrative protocols against officials of KP «Mykolaiv Parks». The inspection provided this information in response to a request from the director of the NGO “Medical Control and Rights Protection”, Dmytro Riabchenko.

By year the protocols are distributed as follows:

2023 — one protocol;
2024 — nine protocols;
2025 — six protocols.

At the same time, the State Environmental Inspection’s response does not specify which violations these protocols were drawn up for. The inspection also reported that no scheduled or unscheduled inspections of KP «Mykolaiv Parks» were carried out during the stated period. The reason given was restrictions on state supervision during martial law.

Dmytro Riabchenko published the document as part of a legal dispute with KP «Mykolaiv Parks». According to him, the enterprise accuses him of discrediting and undermining its business reputation.

Riabchenko separately emphasized the number of administrative protocols. He claims they concerned violations in the management of Mykolaiv’s green spaces. According to the NGO director, some of the materials were compiled after his complaints and inspections that he initiated while serving as a public environmental inspector.

16 administrative protocols for violations in the (if you can call it that) work with the city’s green plantings. Sixteen, for heaven’s sake! And that’s not counting 2026. Name me at least one municipal enterprise in the city or in Ukraine at large that has that many protocols?! An enterprise that, by statute, is supposed to handle greening and improvement, — stated Dmytro Riabchenko.

He also reminded readers of KP «Mykolaiv Parks»’s Facebook post published in 2023 in response to his criticism. At that time the enterprise’s press service claimed that during the entire period of the enterprise’s operation no protocols from the State Environmental Inspection had been issued against its employees.

Regarding your senseless post, and the article on the Novyny N portal, we can say that you, like them, do not have accurate information. Why lie?! There were no protocols and there are none. Not a single protocol from the State Environmental Inspection was issued to any employee of the communal enterprise “Mykolaiv Parks” during the entire period of operation. This means that all actions of KP “Mykolaiv Parks” employees are lawful and carried out in accordance with current legislation. As always, you are slandering the employees and the enterprise KP “Mykolaiv Parks”, — replied the KP “Parks” press service.

At the same time, since 2022 officials of KP «Mykolaiv Parks» have been the subject of five criminal proceedings. Among the articles mentioned in these cases are abuse of power, embezzlement or misappropriation of property, and official negligence. However, in the quote from Dmytro Riabchenko cited above there is mention of six criminal proceedings opened against the enterprise.

In 2025–2026 KP «Mykolaiv Parks» was repeatedly criticized for the quality of its work. In the summer of 2025 it became known that no trees were planted in Mykolaiv in spring. At the same time, on Central Avenue privet bushes died — the shrubs the enterprise had planned to use to replace an iron fence. The plants were purchased for 1.5 million hryvnias as part of an agreement with a total value of 3.5 million hryvnias.

In December 2025 a contractor damaged the roots of seven trees while arranging a parking lot near a historical building in the city center.

At the beginning of 2026 the enterprise announced that from January 1 it had completely abandoned contractors and was performing all work with its own forces. In addition, KP announced plans to grow flowers in its own greenhouses.

At the end of March 2026 the enterprise admitted that it did not have sufficient funding for tree planting. It also mentioned trees that they wanted to cut down as hazardous, although the State Environmental Inspection insisted on carrying out an expert assessment.
