A 17-year-old orphan sought a guardian through the TCC herself: the man has already been sent to the training ground
Who is responsible for the child now: the orphan's sole guardian has joined the military
In Dnipro the sole guardian of a 17-year-old orphan girl was mobilized. After that the minor was forced to independently find out where the man was located. About the situation 18 August 2026 reported the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, Dmytro Lubinets.
According to him, the guardian left home and did not return. Later he called the girl and informed her that he was being taken to TCC and SP. The minor went to the institution on her own with documents to confirm that the man was her only guardian. However, by that time he had already been sent to a military training ground.
“Mobilization is a necessity. But war does not cancel a child’s rights,” — emphasized Dmytro Lubinets.
At present the girl is staying with her grandmother. At the same time, caring for the granddaughter does not automatically grant the woman the status of a legal representative. Therefore it remains unclear who will officially represent the child’s interests and be responsible for ensuring her rights.
The circumstances of the case are being clarified by the ombudsman’s representative in Dnipropetrovsk Oblast, Oleksiy Urlatkin. Requests have already been sent to the Left Bank Service for Children’s Affairs of the Dnipro City Council and the Dnipropetrovsk Regional TCC and SP. Lubinets also drew attention to the problem of informing relatives of mobilized people. A person may be taken to the TCC, sent to the VLK, and then to a military unit, while relatives will not know where they are.
The ombudsman called the situation a systemic problem and said that the work of the responsible bodies must be clear and transparent, especially when it concerns the rights of a minor child. At the same time, it is not yet reported whether the guardian applied for a deferral and what decisions the TCC made regarding him. Answers from the relevant bodies are still awaited.
