Shelters for themselves for 16.6 million: Mykolaiv Department of Housing and Communal Services announced a tender

76 employees and 424 spaces for city residents: the department explained the costly basement renovation

In Mykolaiv, they plan to comprehensively renovate the basement premises of the Department of Housing and Communal Services building and equip a shelter there designed for 500 people. Tender was announced by the Department of Housing and Communal Services of the Mykolaiv City Council on 30 June 2026. The estimated procurement cost is 16,592,703 hryvnias, and proposals from prospective contractors are being accepted until 15 July. This is the preliminary cost — the final amount will be determined based on the results of the tender.

As the department explained in its response to a request from the publication «MykVisti», there is currently no equipped shelter in the building. During air raid alarms, employees and visitors are forced to go down to an ordinary basement that does not meet the requirements for protective structures.

The institution has 76 employees. The remaining 424 places are planned for residents of nearby buildings, staff of neighboring institutions, and passersby. The total area of the future shelter will be 743.6 square meters, of which over 431 square meters will be occupied by the main rooms.

The project includes:

  • waterproofing and protection of the basement from groundwater;
  • interior finishing;
  • installation of partitions and an electric lift for people with limited mobility;
  • installation of water supply, sewage, heating, and ventilation systems.

The premises will also be equipped with

  • a fire alarm system;
  • means of communication and notification;
  • a diesel generator;
  • furniture and equipment for prolonged stays.

The Department of Housing and Communal Services noted that the high expected cost is related to the scale of the works and the need to install all engineering systems in accordance with state requirements. The repairs are planned to be financed from the city budget within the framework of the public investment projects implementation program, the total volume of which is 19.9 million hryvnias.
