Ombudsperson takes charge of man's death after mobilization: family alleges physical injuries

The Commissioner of the Verkhovna Rada of Ukraine for Human Rights, Dmytro Lubinets reported a high-profile case in the Lviv region, where a man died a day after mobilization. The ombudsman wrote about this on 2 July 2026 on his Telegram channel.

According to Lubinets, his Representative in the Lviv region, Taras Podvirnyi initially received information about conflicting circumstances surrounding the death of a serviceman after mobilization, which had been published in open sources. Later the deceased man’s family also contacted the Commissioner.

As the man’s daughter reported, on 13 June 2026 her father was mobilized by employees of the Sheptytskyi RTsK and SP, and already on 14 June he had died. According to relatives, they were not informed either about the man’s death or about the opening of a criminal case. The family also claims that the body remained in the morgue for almost 12 days, and during the inspection the relatives recorded numerous bodily injuries.

The ombudsman noted that, according to the family, hematomas were found on the body in the area of the liver and spleen, as well as injuries to the limbs. The relatives believe that this does not correspond with the officially stated cause of death.

Some questions, Lubinets said, are also raised by the official documents. In particular, the forensic medical report mentions hypertrophic cardiomyopathy, although before mobilization the military medical commission had declared the man fit for service. In addition, the family states that they were denied information and procedural documents.

In view of the circumstances that may indicate a possible violent death and possible violations in the documentation of the case, the Ombudsman’s Representative in the Lviv region has already sent an official request to the Lviv Regional RTsK and SP demanding full information regarding this case.

Dmytro Lubinets emphasized that each such case must be thoroughly investigated, and if violations are confirmed all those involved should be held accountable within the law. He again called for a systemic reform of mobilization procedures and stressed that manifestations of the so-called “busification” undermine citizens’ trust in state institutions.
