Not only Odesa: Mykolaiv region has ended up among the regions with an alarming situation around the TCCs
After the scandal in Odesa over the actions of the ТЦК, the ombudsman's attention has shifted to other regions as well
The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets reported systemic problems in the activities of certain representatives of the Territorial Recruitment and Social Support Centers.
According to him, the events in Odesa proved to be illustrative: facts of possible human rights violations that were previously hushed up or ignored have begun to receive a real legal assessment. In particular, employees of the Security Service of Ukraine documented a number of unlawful actions to which responses are already underway.
The ombudsman emphasized that such cases are not isolated and concern not only Odesa Oblast. Among the regions with the most tense situation he also named Mykolaiv Oblast, as well as Lviv, Zakarpattia and Cherkasy oblasts.
According to official data, in Odesa Oblast alone from 1 January to 20 April 2025 there were recorded 193 complaints regarding possible human rights violations by the TRSCs, and for the entire year 2025 — 642 complaints. In the same period of 2026 this figure has already risen to 264 complaints, which is almost 40% more.
Separately, the ombudsman stressed that TRSC staff must act openly — without balaclavas and anonymity, since such actions undermine trust in state institutions.
The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets commented on the situation after the high-profile events:
“The problems I have repeatedly publicly raised — systemic impunity and a corruption component in the activities of certain TRSC representatives — are finally beginning to receive a tough legal assessment. The situation in Odesa has been illustrative. What for a long time was tried to be hushed up or ignored is coming to light. This is an important signal that human rights violations can no longer remain without consequences. Such critical violations occur not only in Odesa Oblast, but also in Mykolaiv, Lviv, Zakarpattia and Cherkasy oblasts”.
