Rain in the rooms and exposed wires: residents of the dormitory on Bohoyavlensky fear for their safety

35 years on the waiting list, but the rooms are locked and full of tenants: a dormitory resident asks for order to be restored

A resident contacted the editorial office of Korabelov.info from the 9-story dormitory at 340/1 Bohoyavlenskyi Avenue in the Korabelnyi district of Mykolaiv. The woman complains that during rain the roof on the 9th floor is flooding again, water runs into the rooms, residents are forced to put out bowls, and nearby, she says, there are exposed wires.

“Good evening. And again the dormitory, pr. Bohoyavlenskyi, 340/1. Nobody cares. 9th floor. When it rains — the roof floods. No one wants to do anything. We wrote and called — they blame the debtors. The place is full of renters, many apartments have long been closed, while some people have been on the waiting list for 30 years, even longer. And here we have renters and closed apartments — nobody cares. The housing department doesn’t care. And when will we have order? Never. I was on the waiting list for 35 years. Yet the building is full of renters. I’m sending photos of how it’s flooding: a bunch of bowls and bare wires. Until something happens. I ask you to publish this article. Also Sienkevych issued a decree so that those who do not reside [here] would pay for garbage. This is complete lawlessness.”

The photos sent show signs of heavy soaking on the ceiling, damaged plaster, darkened areas from moisture, buckets and bowls with dirty water, and the general neglected condition of the premises. In one of the pictures electrical wiring is visible next to the leak spots, which particularly worries the residents.

The woman is also outraged by the situation with rooms and apartments in the dormitory. According to her, some premises have long been locked up, while allegedly many renters actually live in the building, whereas other people wait for housing for years. The author of the appeal herself claims she stood in line for 35 years.

The resident also mentions the decision of the executive committee of the Mykolaiv City Council dated 25 March 2026 No. 313, which concerns the calculation of fees for household waste management. The photo of the document refers to an addition to the executive committee decision of 25 August 2021 No. 766.

The document indicates that if the owner or tenant does not provide information about the number of registered persons in the premises, the household waste removal service provider may use other options to determine the number of consumers: the number of registered persons, the number of residential rooms, or one person per apartment or residential unit if no one is registered there.

So formally it’s not about a “decree”, but about an executive committee decision. But for residents the problem looks different: people find it unfair when there are locked premises in the building, renters effectively live there, the roof leaks, and no one sorts out the actual occupancy and billing.

The dormitory at 340/1 Bohoyavlenskyi Avenue has come to the editorial office’s attention more than once. Previously, residents of this building complained about problems with the elevator, lack of lighting in common areas, debts of previous managers, the condition of the attic, and the general disorder in the building.

In a situation where residents are again forced to photograph buckets of water, a wet ceiling and wiring, the question to the responsible services is simple: how many more appeals, calls and publications are needed for the roof on the 9th floor to stop leaking and for people to stop living in fear of the next accident?
