Two apartments in Odesa and a car worth a million: the declaration of a VLK member from Mykolaiv raises questions

A member of the military-medical commission at KNP Mykolaiv City Council “City Hospital No.3” Oleg Savelyev listed the appearance of new family assets worth millions of hryvnias in his declaration for 2025. The report concerns two apartments in Odesa, a non-monetary gift valued at 3 651 220 hryvnias and an electric crossover BYD Leopard 3 2025.

This was June 4, 2026 reported by Nikcenter with reference to the official declaration. In the declarations register Oleg Savelyev is listed as a member of the military-medical commission at City Hospital No.3. The official page of the Health Department of the Mykolaiv City Council also lists Oleg Savelyev as the head of the urology department of that hospital.

According to the declaration, the wife of Oleg Savelyev, Lyudmyla Savelyeva, became the owner in 2025 of an apartment with an area of 93.8 sq. m. The value of this property at the date of acquisition is indicated as 3 651 220 hryvnias.

The income section of the declaration states that Lyudmyla Savelyeva received a non-monetary gift from Anatolii Osipchuk in the same amount — 3 651 220 hryvnias. The expenditures and transactions section also records the donation of real estate to the declarant’s wife from her father.

In addition to this apartment, the declaration lists another apartment of the wife in Odesa with an area of 44.78 sq. m. Its value at the date of acquisition is 932 043 hryvnias. According to the document, ownership of this property arose on August 15, 2025.

Also in 2025, Oleg Savelyev declared a passenger car, BYD Leopard 3 2025 model. Date of acquisition — October 18, 2025, value at acquisition — 1 066 550 hryvnias.

The declaration also notes that the wife of Oleg Savelyev has owned a dacha (country house) since 2006 with an area of 168.4 sq. m. The value of this property at the date of acquisition is listed in the document as unknown.

Regarding income, in 2025 Oleg Savelyev received 345 139 hryvnias in salary from City Hospital No.3. His wife Lyudmyla Savelyeva declared 309 547 hryvnias in salary at the Mykolaiv Regional Clinical Hospital. In addition, Oleg Savelyev received 1 879 794 hryvnias in income from the disposal of real estate.

In cash, Oleg Savelyev declared 800 000 hryvnias, 10 000 euros and 1 000 US dollars. His wife indicated 300 000 hryvnias and 7 000 euros in cash.

Formally, all these assets and incomes are included in the declaration. At the same time, during wartime, when the military-medical commission attracts particular public attention, the appearance in the family of a commission member of apartments in Odesa, a gift worth over 3.6 million hryvnias and a new car worth over 1 million hryvnias inevitably raises additional questions about the transparency of the origin of the assets and the completeness of the explanations in the declaration.
