In Mykolaiv, possible violations are being investigated in connection with the payment for city electric transport services. The case concerns criminal proceedings under Part 2 of Article 367 of the Criminal Code of Ukraine – official negligence that caused grave consequences. This is stated in the ruling of the Novoodeske District Court of Mykolaiv Oblast dated 7 May 2026.
According to the investigation, officials may have allowed violations that led to losses of financial and material resources totaling 196 836.5 thousand UAH.
The case materials state that there was a contract between the customer and the municipal carrier for the organization of urban electric transport services for 2020 – 2025. Under it, the carrier was to provide passenger transportation by trams and trolleybuses, and payment was made from the city budget. The investigation draws attention to the fact that when some separate contracts for 2022 – 2025 were concluded the volume of transport services was reduced, but the amount of funds to be transferred, according to investigators, was not reduced to account for the carrier’s own revenues.
According to calculations, this could have led to excessive transfers of budget funds:
- 2022 – 35 781.8 thousand UAH;
- 2023 – 49 297 thousand UAH;
- 2024 – 48 825 thousand UAH;
- 2025 – 62 932.7 thousand UAH.
The court allowed investigators temporary access to documents. These include, in particular, the main transportation contract, additional agreements, contracts for 2022 – 2025, service delivery certificates, correspondence between the parties, budget inquiries and documents with officials’ signatures.
The ruling is in force until 7 July 2026. If the documents are not provided voluntarily, the investigation may apply to the court for a search warrant.
