In Mykolaiv, they're introducing a controller's ticket as a new alternative to a fine: 300 UAH for traveling without a ticket
During inspections, the State Guard Service will be involved, and inspectors will work with body cameras and panic buttons
In Mykolaiv’s municipal electric transport, a “controller’s ticket” for passengers travelling without payment will be introduced from May 4; its cost will be 300 hryvnias, and if a passenger refuses to pay, controllers will call the police.
The innovation was announced during a live broadcast by the director of the municipal enterprise “Mykolaivelektrotrans”, Yuriy Smetana. According to him, it is law enforcement that has the authority to impose fines for violations of the rules for using public transport.
Under the company’s plan, a passenger without a ticket will first be offered to pay the “controller’s ticket” costing 300 hryvnias. If the person refuses to purchase it on the spot, controllers will call the police, and during the inspection the vehicle will remain at the stop.
The head of the enterprise detailed that inspection teams will have recording devices and support from security, and the operating procedure will look like this.
If a person refuses, all controllers have body cameras, and they will also be equipped with panic buttons to call the State Guard Service. While controllers are working on the vehicle, it will remain at the stop. If a person continues to refuse, a conflict situation will begin, and controllers will call the State Guard Service. Upon the arrival of the guards, the person will be escorted out of the vehicle. At the same time, the controllers will call the National Police, which is empowered to draw up administrative reports on the offender for violating the rules of using public transport, as well as for fare evasion.
