Unpublicized business trips: where and at whose expense Kim traveled in 2025

Center for Public Investigations found that on the official website of the Mykolaiv Regional Military Administration there are no orders regarding business trips of its head Vitaliy Kim. At the same time, documents received in response to an information request made it possible to reconstruct a full picture of his official trips for 2025.

According to the provided data, Vitaliy Kim signed 24 orders regarding his own business trips. Overall he spent outside the region 49 days, of which 5 days were abroad. The most active month was September, when there were as many as 4 trips and a total of 12 days of business trips. At the same time, no trips were recorded in July.

The vast majority of trips concerned Kyiv — there were 15 such trips. Several other trips combined the capital with other cities, including Bila Tserkva, Kharkiv and Dnipro. Separately, the head of the RMA visited Sumy, Zakarpattia, Donetsk and Dnipropetrovsk regions, as well as Odesa. The only foreign trip was to Copenhagen.

The primary purpose of the trips was most often stated as addressing the region’s socio-economic and defense issues. Also 5 times involved participation in diplomatic events, 10 times — in state initiatives and training programs, and another 4 trips were related to business events. At the same time, in some cases the reasons for the trips were not indicated at all.

The question of expenses deserves separate attention. The documents for trips within Ukraine do not state that they were made at personal expense, which means that expenses were reimbursed from the budget, and per-diems were also paid. The foreign trip to Denmark was partially financed by the host party — the Danish government; however, part of the expenses, including the trip to Moldova and back, were covered from the Ukrainian budget.

During the head of the RMA’s absence, his duties were most often performed by the first deputy Heorhiy Reshetilov, sometimes by Mykola Marinov.

Thus, despite the lack of information in the public domain, in practice Vitaliy Kim spent a significant part of the year on business trips, mainly in the capital, and the costs of these trips were partially covered by the state.
