In Ukraine, the Ministry for Development of Communities and Territories has established a working group that will prepare for the restart of airports; the corresponding order was signed by the Deputy Prime Minister for the Restoration of Ukraine — Minister for Development of Communities and Territories Oleksii Kuleba, as reported by Forbes on March 16, 2026.
The newly created group will have the status of an advisory body under the ministry. Within its mandate, it will develop proposals for resuming civil aviation flights and measures to ensure the safety of airport and related infrastructure.
The issue of opening the airspace for civilian flights has been discussed since 2023. Among the airports previously mentioned as potential first candidates for resuming operations are the International Airport “Boryspil” and the Danylo Halytskyi International Airport “Lviv”.
