The story of the draft notice sent in Mykolaiv to Ihor Ivanovych Shkorubskyi, a volunteer from the Korabelnyi District who died three years ago, has taken a new turn. After the story became public, representatives of the regional and district Territorial Recruitment and Social Support Centers (TRCs) personally visited his wife, journalist Maryna Shkorubska, and apologized for the mistake. Meanwhile, the Mykolaiv Regional TRC and SP announced an internal investigation.

The meeting and the agency’s official response became known on November 1, 2026, through posts by Maryna Shkorubska and the Mykolaiv Regional TRC and SP on Facebook.

TRC officials personally visited the widow and apologized

Maryna Shkorubska was visited by Viktor Mamchur, a colonel and deputy head of the Mykolaiv Regional TRC and SP for psychological support of personnel, who also heads the Personnel Psychological Support Department, and Major Konstantyn Hladkykh, head of the Korabelnyi District TRC and SP in Mykolaiv. In her post, the widow described Konstantyn Hladkykh as the acting head, while the official statement identified him as the head of the institution.

According to Maryna Shkorubska, they had a long and constructive discussion about both the specific draft notice and the broader mobilization situation. She welcomed the officials’ willingness to visit in person and acknowledge the mistake, but stressed that it was necessary to find out how it happened and what needs to change so that another family does not suffer similar pain.

Maryna Shkorubska described her conversation with the TRC officials:

“We had a long, constructive conversation both about this case and about the broader mobilization situation. I appreciate their willingness to come, acknowledge the mistake, and speak openly about it. This is a step toward making things right. The next step is to find out how it happened and what needs to change so that another family does not go through something similar.”

TRC acknowledges an unacceptable mistake and launches an internal investigation

The command of the Mykolaiv Regional TRC and SP officially apologized to Maryna Shkorubska and her family for sending a draft notice addressed to Ihor Ivanovych Shkorubskyi, who died defending Ukraine three years ago. The agency acknowledged that sending the document to the family of a fallen defender was an unacceptable mistake that caused the bereaved additional pain. It stressed that organizational circumstances cannot serve as an excuse.

An internal investigation has been launched into the incident. It is to establish the reasons and circumstances behind the draft notice being sent and identify those responsible. The officials have promised to take appropriate action based on its findings.

The regional TRC also said it intended to improve information sharing between its units to prevent similar incidents at the Korabelnyi District TRC and SP and other institutions under its authority.

In its official statement, the Mykolaiv Regional TRC and SP acknowledged the pain this situation had caused the family:

“We understand that no words can undo the pain the family has endured. It is our duty to acknowledge the mistake, establish its causes, and do everything necessary to ensure this never happens again.”

The widow stressed that criticizing TRC mistakes does not mean opposing mobilization

Maryna Shkorubska believes that approaches to mobilization need to change at the national level. In her view, the process should be based on accurate military records, cooperation between institutions, accountability for decisions made, and respect for people.

At the same time, she explained that her earlier post was not an argument against mobilization and should not become an excuse to avoid defending the country.

Maryna Shkorubska addressed those who might have interpreted her post as denying the need to serve:

“And I want to be clear: my previous post was not denying the need for mobilization. It gives no reason for gloating or justifying their choice to those who are still evading the defense of their country and their families. TRC mistakes do not eliminate the need to defend the country, and the right to speak about them does not mean denying this duty.”

She hopes that this story will lead to concrete changes that prevent a similar incident from happening again. She also thanked those who volunteered to defend Ukraine and continue to protect it, emphasizing that it is thanks to these people that Ukrainians have the opportunity to live, speak about mistakes, and correct them.

How a draft notice was sent to a fallen volunteer

As a reminder, on October 30, 2026, Korabelov.info reported that the widow of a fallen serviceman had received a postal notice addressed to her husband, summoning him to the Korabelnyi District TRC and SP to update his military registration details. According to Maryna Shkorubska, when she contacted the institution, she was told that the relevant department had no information about her husband’s death, even though another unit of the same TRC had handled his burial, the documents related to his death, and the presentation of a posthumous award.

Ihor Ivanovych Shkorubskyi volunteered to defend Ukraine in the first days of Russia’s full-scale invasion. He was seriously wounded while carrying out a combat mission and died in 2023. The editorial team reported his death on October 2, 2023; the farewell ceremony for the soldier was scheduled for October 4 in the Korabelnyi District of Mykolaiv.

Despite the official acknowledgment of the mistake and the launch of an investigation, the regional TRC’s published statement did not clarify whether Ihor Shkorubskyi’s military records had been corrected, when the investigation was expected to conclude, or what specific measures would be taken against those responsible if they were found at fault.
