A total of UAH 6.9 billion is planned for veterans’ housing in 2027
This is 1.2 billion hryvnias more than was budgeted for this year
Housing assistance for veterans in Ukraine is set to receive UAH 6.9 billion in 2027. That is UAH 1.2 billion more than the funding allocated for the current year. The plans were announced by Ukraine’s Minister for Veterans Affairs, Vitalii Kim.
In 2026, UAH 5.7 billion was allocated to the program. According to the minister, this will be enough to provide housing for around 2,000 families.
“Despite budget cuts, funding for this program has been increased. We understand how important housing is for veterans,” said Vitalii Kim.
In addition to this program, other housing support measures for veterans are already in place or being developed:
- Housing vouchers worth UAH 2 million are being implemented jointly with the Ministry for Communities and Territories Development. Commissions have already approved more than 33,000 applications. A total of 3,296 applications, worth UAH 6.6 billion, have been submitted to reserve vouchers.
- A new housing loan mechanism is being developed in cooperation with the Council of Europe Development Bank. The program is expected to receive €60 million.
- Under the eOselya program, veterans can get a subsidized mortgage, with the government covering the difference in interest. In the three months after the program terms changed, more than 400 veterans received loans at the subsidized rate.
“For those who do not want to wait in line and can afford to make loan payments, this is a practical way to address their housing needs. Under our circumstances, 3% per year is a fairly favorable rate,” Vitalii Kim said.
At the same time, the minister acknowledged that some existing support measures need improvement. For example, veterans have used rent compensation less often than expected. The reasons include the complexity of the application process and requirements for verifying rental arrangements.
A separate housing construction program for veterans proposed by the Ministry for Veterans Affairs also remains under development.
