Complaints against Territorial Recruitment Centers are increasing: four regions have led in the number of complaints for years
Lubinets claims that the dismissed head of the Zakarpattia Regional Territorial Recruitment Center has been reinstated
The number of citizens’ complaints about the actions of employees of territorial recruitment and social support centers (TRSSCs) in Ukraine continues to rise. At the same time, four regions have remained at the top for the number of such complaints for several years in a row. The situation was described in an interview by Dmytro Lubinets, the Ukrainian Parliament’s Commissioner for Human Rights.
The regions with the highest number of complaints about possible violations by TRSSC employees are:
- Odesa Oblast;
- Dnipropetrovsk Oblast;
- Lviv Oblast;
- Zakarpattia Oblast.
The ombudsman called these regions a kind of “disgraceful four,” whose membership is repeated year after year. He drew particular attention to Zakarpattia, where the number of complaints had steadily increased over several years.
“We linked this to the work of the head of the regional TRSSC. Moreover, criminal proceedings were opened based on materials, including those from our institution,” said Dmytro Lubinets.
According to the ombudsman, in 2025, employees of the Security Service of Ukraine searched the head of the Zakarpattia Regional TRSSC. During the investigative actions, a significant amount of cash in foreign currency was allegedly found at the official’s workplace.
Lubinets claims that the head was dismissed, but later reinstated in the same position, this time as acting head.
Dmytro Lubinets considers violations of citizens’ rights during mobilization measures to be a systemic problem. In his view, one of the reasons was the failure of the previous leadership of the Ministry of Defense and the Ukrainian Armed Forces Ground Forces to respond appropriately to identified violations.
We previously reported:
- TRSSCs, military medical commissions, and nerves on edge: Ukrainians have flooded the ombudsman with complaints since the start of the year
- “Fair Conscription” began with searches: law enforcement officers are inspecting more than 100 TRSSCs
- The Ministry of Defense will inspect the Mykolaiv and Odesa TRSSCs after a man was found to have been held for 18 days
- The Ministry of Defense will inspect all TRSSCs: complaints about unlawful detention and violence will be reviewed
- 30 complaints of beatings: an officer at the Korabelnyi District TRSSC has been notified of suspicion
