In Case of Prolonged Outages: Mykolaiv Prepares a New List of “Points of Invincibility”
They propose adding cultural institutions, gymnasiums, and social centers to the list
In case of prolonged outages of electricity, heating, and mobile service in Mykolaiv, the city plans to update the list of municipal facilities where “Points of Invincibility” will be set up. Their purpose is to help residents during such disruptions.
The draft decision has been published on the website of the Mykolaiv City Council. The explanatory note says the list needs to be reviewed due to the threat of damage to energy and other critical infrastructure as a result of Russian shelling.
The proposed locations include cultural venues, city gymnasiums, and other municipal institutions:
- Kulbakinsky House of Culture — 38 Raiduzhna Street;
- Mykolaiv City Palace of Culture “Molodizhnyi” — 1 Teatralna Street;
- Mykola Kropyvnytskyi Central City Library for Adults — 143-A Marka Kropyvnytskoho Street;
- Gymnasium No. 16 — 41 Khrysto Boteva Street;
- Gymnasium No. 61 — 2 Mykhaila Kozlova Street;
- Gymnasium No. 33 — 12 Okeanivska Street;
- territorial social service centers in four districts of the city;
- kindergartens;
- sports schools.
The document proposes adopting a new version of the list and repealing the executive committee’s decision of September 10, 2025, which amended it.
The draft still needs to be considered by the executive committee members. The final composition of the list will depend on their decision; it has not yet been approved.
