One member of parliament can cost the budget around 435,000 hryvnias per month

Funds are allocated for parliamentary duties, housing, travel, and assistants

Providing for the work of one member of the Ukrainian parliament in 2026, including the stipulated payments and reimbursements, may cost the state budget around UAH 435,000 per month. These expenses cover not only the parliamentarian’s salary, but also funding for their work, housing, travel, and assistants.

In 2026, the base salary of an ordinary MP is UAH 33,280. Allowances increase actual payments, however: the average MP’s salary reached UAH 60,892 per month in 2025. The highest-paid member of parliament was Verkhovna Rada Speaker Ruslan Stefanchuk, who received approximately UAH 94,000 per month.

Additional payments may be awarded for, among other things, workload, academic degrees, titles, and access to state secrets.

Separate from salaries, the following monthly payments and funds for MPs’ work are provided for in 2026:

  • The so-called parliamentary allowance — UAH 199,680 to support an MP’s work. This payment used to be about three times lower.
  • Housing rental reimbursement in Kyiv — up to UAH 20,150.
  • Travel funds for trips within Ukraine — UAH 7,500.
  • Funding for the salaries of parliamentary assistants and consultants — over UAH 145,000.

During 2025, 114 members of parliament received housing rental reimbursement. These payments cost the budget approximately UAH 25 million in total.

Another separate payment is compensation for unused vacation days. Some MPs declared receiving more than UAH 500,000 in compensation. The largest amount went to Serhii Minko, who received UAH 580,000.

At the same time, attendance affected salary payments. In 2025, seven MPs received no parliamentary salary at all because they were completely absent from work. Another MP, who regularly missed sessions, received an average salary of just UAH 904 per month.

For some elected officials, their parliamentary salary accounts for only a small share of their total income. For example, according to Petro Poroshenko’s declaration for 2025, his salary in the Verkhovna Rada amounted to just 0.04% of his annual income.

However, for most of the MPs whose income could be analyzed, salaries and reimbursements made up a much larger share: for 309 out of 381 parliamentarians, they accounted for more than half of their declared income.
