CNAP on wheels: a mobile office proposed for Balabanivka and other remote districts of Mykolaiv

In Mykolaiv, a proposal was made to explore the possibility of creating a mobile CNAP that would serve residents of the city’s remote neighborhoods according to a set schedule. The discussion concerns Ternivka, Velyka Korenykha, Balabanivka and Matviivka. The initiative was voiced by the chair of the standing deputy commission, Olena Kiselova, during the meeting on August 25, 2026. The discussion is recorded in the official broadcast of the Mykolaiv City Council.

The proposal was raised while considering amendments to the list of administrative services. Olena Kiselova noted that residents point to the experience of other communities where specially equipped vehicles come to remote settlements and accept documents.

“This concerns the remote neighborhoods of the city of Mykolaiv — primarily Ternivka, Korenykha. I would also consider Balabanivka,” the councilor said.

According to her, such a unit could operate on designated days and hours, accept residents’ applications and forward them for further processing.

The director of the Department for the Provision of Administrative Services of the City Council, Vladyslav Belan, explained that a full-featured mobile CNAP is not just staff going out with documents.

“A mobile CNAP is a specially equipped vehicle, which we do not have,” the official said.

He said such vehicles are mostly used by rural communities that include remote settlements. In cities of regional significance this format is less common. Regarding Balabanivka, Vladyslav Belan noted that a territorial subdivision of the CNAP of the Korabelnyi district operates relatively nearby. It is located on Bohoyavlensky Avenue, 314.

The department also considered using so-called mobile kits to serve people at home. However, this format has limitations. To accept many types of applications, administrators need direct access to state registries, the ability to verify information and enter data during the request. According to Vladyslav Belan, mobile kits may be suitable only for certain services, in particular in the area of registration of place of residence.

Olena Kiselova emphasized that Korenykha, Ternivka and Matviivka are difficult to call close to the central part of Mykolaiv.

“Let’s study this issue. At the very least, we need to prepare a substantiated answer as to why this does not exist,” the councilor concluded.

A decision to purchase a vehicle or launch a mobile CNAP has not been made yet.

At the meeting, the commission also supported the draft amendments to the list of administrative services. It was approved by four councilors; there were no votes against or abstentions.

In particular, they plan to:

  • add 19 services of the State Inspectorate of Architecture and Urban Planning of Ukraine;
  • clarify information about the service providers of the Migration Service and the State GeoCadastre;
  • add one service of the Southern Interregional Sector of the State Water Resources Agency;
  • retain three services of the Regional Service Center of the Main Service Center of the Ministry of Internal Affairs;
  • change the names of five services of the Department of Architecture and Urban Planning;
  • add services in the areas of housing and social protection;
  • remove one service of the Department for Veterans’ Affairs;
  • add two services directly provided by the Department of Administrative Services.

The commission recommended bringing the draft decision to the Mykolaiv City Council for consideration.
