Apartment worth 3 million and a car worth one million: what the head of the VLK declared after her husband's high-profile death at the TCK

Declared assets are not evidence of a violation of the law

The head of the Korosten Military Medical Commission, Kovpanets Iryna Ivanivna, whose commission declared 46-year-old Andriy Stesiuk fit for service, declared an apartment near Kyiv worth almost UAH 3 million, a crossover purchased during the full-scale war for UAH 1.06 million, and significant income. Her husband Kovpanets Bohdan Petrovych at the end of 2025 became the owner of a new ZEEKR electric car for UAH 1,773,240, and among his incomes in the declaration there is also UAH 2,000 of “Winter Support”.

Data on the assets are contained in official NACP declarations, and the agency ” Ukrainian News” drew attention to them on 13 August 2026.

The outcry around the head of the commission arose after the death of Andriy Stesiuk on the premises of the Korosten District TCC and SP on 6 August 2026. According to his mother, Tamara Stesiuk, the man had been seriously ill for many years, had a disability for about 10 years, was constantly taking medication and, due to metabolic disorders, weighed about 200 kg. At the same time, an important clarification: according to his mother, in 2018 his disability group was not renewed, so calling him a person with an active disability status at the time of death is incorrect.

The Zhytomyr Regional TCC and SP officially reported that the medical commission found Andriy Stesiuk not fully fit for any military service, but fit for service in support units, TCC, educational institutions and centers, medical units, logistics, communications, operational support, and security. The same day the man lost consciousness on the TCC premises. According to the recruitment center’s version, he suffered cardiac arrest in the ambulance; resuscitation measures were unsuccessful. A service investigation was appointed and a criminal case was opened into the death.

Against this background, journalists drew attention to the declaration of the head of the Korosten medical commission, Kovpanets Iryna Ivanivna. In the NACP register her position is officially listed as “Head of the Medical Commission” at the KP “Korosten Central District Hospital” of the Ushomyr village council.

In 2024, Kovpanets Iryna Ivanivna became the owner of an apartment of 73.5 sq. m in the village of Sofiivska Borshchahivka, Bucha district, Kyiv region. She acquired ownership of the property on 26 February 2024, and the declared value of the apartment is UAH 2,999,000.

Earlier, on 1 August 2022, already after the start of the full-scale Russian invasion, the head of the commission purchased a KIA Sportage 2022. In the 2025 declaration the value of the car at the date of acquisition is listed as UAH 1,060,000.

In addition to the apartment and the car, Kovpanets Iryna Ivanivna owns a non-residential premises in Korosten of 85 sq. m. In 2025 she also received 50% of a residential house in Korosten with a total area of 74.2 sq. m.

Since 6 January 2024 the doctor has also declared the right to use a house in Korosten with an area of 296.7 sq. m, the owner of which is Kovpanets Petro Ivanovych. The declaration states that use is based on an oral agreement.

The property of the head’s husband, Kovpanets Bohdan Petrovych, also turned out to be notable. On 19 December 2025 he purchased an electric car ZEEKR 7X 100KW 4WD Smart Driving, 2025. In the official declaration its value is listed as UAH 1,773,240.

Prior to that the husband owned an electric car Volkswagen ID.4 Crozz 2022, which he later sold. From the disposal of movable property the 2025 declaration shows income of UAH 1,220,000.

For 2025 Kovpanets Iryna Ivanivna declared UAH 805,221 in salary from the Korosten Central District Hospital, UAH 987,109 in salary for secondary employment at Medimpuls Plus LLC, another UAH 118,398 at the Almi medical center and UAH 274,359 in entrepreneurial income. Thus, salary payments from the three workplaces alone exceeded UAH 1.9 million.

On bank accounts the head of the commission listed UAH 657,955, another UAH 79,886 in a different bank and USD 1,809.

Her husband Kovpanets Bohdan Petrovych for the same year declared UAH 480,753 in salary at the Korosten Central District Hospital, UAH 85,532 in salary for secondary employment and UAH 108,252 in pension.

Separately, “Ukrainian News” drew attention to an entry about the husband receiving UAH 2,000 from the Cabinet of Ministers listed under the type of income “Winter Support”. This amount is indeed in the official declaration. At the same time, the payment itself does not indicate any violation: the “Winter Support 2025” program provided UAH 1,000 for all citizens of Ukraine who met the program’s conditions, regardless of income level. Separate payments could also be arranged for children.

At the same time, the mere presence of an apartment, cars, income or savings in the declaration is not proof of illegal enrichment or any other offense. In the open sources we checked there is no information about a conclusion by the NACP or law enforcement agencies regarding the illegality of the stated assets.

Regarding the death of Andriy Stesiuk, no guilt of a specific medical commission doctor has been established so far. The commission’s decision on his fitness for service in the specified positions has been officially confirmed, but the responsibility of specific members of the commission must be determined within the investigation. The deceased’s mother stated that she would demand checks of the actions of both the TCC staff and the doctors.
