For some — mobilization, for others — "Obereg": the head of the Mykolaiv TCC was caught with $15,000
While some were being mobilized, others were taken off the wanted list for dollars
In Mykolaiv on August 13, 2026, law enforcement detained the head of the Mykolaiv Regional Territorial Center for Recruitment and Social Support. According to investigators, the official was detained while receiving another portion of an illicit benefit. The total documented amount in the criminal proceeding is USD 15,000.
According to the investigation, the head of the regional center received USD 10,000 to refrain from taking mobilization measures regarding three persons liable for military service. He was also allegedly supposed to ensure the removal of the men from the search registry in the state system “Oberig” and to create conditions under which they could later obtain reservations at their places of employment without hindrance.
Law enforcement says this was not the only documented episode. Earlier, within the same criminal proceeding, the official was recorded receiving another USD 5,000.
For that money, the head of the center, according to investigators, was to prevent an already mobilized man from being sent to the military unit and to return him for a repeat examination by the military medical commission.
Thus, the total amount of the illicit benefit that law enforcement has documented so far is USD 15,000.
The head of the regional center was detained in accordance with Article 208 of the Criminal Procedure Code of Ukraine. Searches are currently being conducted at his place of service and residence, as well as other initial investigative actions.
Law enforcement is preparing to notify the detainee of suspicion for receiving an illicit benefit. The prosecutor’s office also intends to petition the court to impose pretrial detention and to suspend the official from his position.
At the same time, the law enforcement statement did not specify the detainee’s surname. However, in open publications as of June 2026, the head of the Mykolaiv Regional Center for Recruitment and Social Support was named as Vitalii Kulish.
