On the electronic petitions website of the Cabinet of Ministers of Ukraine, petition No.10549 has been published, whose author proposes a large-scale rotation of personnel of the territorial centers of recruitment and social support and the National Police, and to transfer part of their service vehicles directly to military units. The proposal concerns at least 40% of fit personnel and 40% of the vehicle fleet that can be used at the front.

The author of the appeal to the Cabinet justifies his proposal by the need to ensure the principle of social justice and equality of citizens during the fulfillment of the constitutional duty to defend the state.

The petition notes that a significant number of employees of the territorial centers of recruitment and social support (TCC and SS) and the National Police have professional tactical and firearms training, know how to operate special equipment, but continue to serve in the rear. At the same time, combat units of the Armed Forces of Ukraine require replenishment and regular rotations.

Separately, the author draws attention to the service vehicles of law enforcement agencies. In his view, rear units have a significant number of SUVs, minibuses, pickups and other equipment that could be used by the military for combat, logistical and evacuation tasks directly in the combat zone.

The author of the petition proposes to establish a mandatory quota and send to combat brigades no less than 40% of the authorized strength of employees of the National Police and servicemen of the TCC and SS who are fit for service by health condition.

The appeal formulates this requirement as follows:

“1. Introduce a mandatory quota: Send no less than 40% of the authorized number of employees of the National Police and servicemen of the TCC and SS who are fit for service by health condition to the zone of active hostilities as part of combat brigades.”

The second part of the proposal concerns service vehicles. The author demands an audit of the vehicle fleets of the TCC and SS and the National Police and the identification of vehicles that are suitable for use by the military.

After such an audit, it is proposed to withdraw at least 40% of service SUVs, minivans and pickups suitable for the front and transfer them directly to military units at the front.

The third demand concerns who should work in the TCC after the rotation of part of the current personnel.

The author of the petition proposes that the vacated rear positions in the territorial recruitment centers be filled exclusively by veterans who were wounded at the front and, due to their health, can no longer serve in combat units, as well as by civilian employees.

Thus, the proposed model implies three significant changes at once: rotation of part of the personnel of the TCC and the police to combat brigades, transfer of part of their vehicle fleet to the army, and replacement of employees in rear positions with veterans and civilian personnel.

It should be noted that the mere publication of an electronic petition does not yet mean the adoption of the decisions proposed in it. For further official consideration, the appeal must undergo the procedure provided for government electronic petitions.
