There is a proposal to mobilize women without children: the CPD explained whether such changes are being prepared

On the website of the Cabinet of Ministers of Ukraine 10 August 2026, an electronic petition appeared proposing to extend the military duty to able-bodied women who do not have children. The initiative has already caused a stir; however, the Center for Countering Disinformation at the NSDC has already debunked the rumors.

This concerns petition No. 41/010515-26ep, “Regarding the introduction of military duty for women who do not have children.” Its author is listed as Stanislav Ivanovych Rusyn, and the collection of signatures began on 10 August 2026.

The author of the initiative refers to Article 65 of the Constitution of Ukraine, according to which the defense of the independence and territorial integrity of the state is the duty of citizens. In the petition he argues that during the war the main burden of mobilization is borne by men, while women without children are currently not subject to general compulsory mobilization.

At the same time, Stanislav Ivanovych Rusyn separately proposes to preserve protections for women who are raising children, arguing this is due to their duties related to childbirth, upbringing and securing the future of the children.

For able-bodied women without children the petitioner proposes a different approach — to extend military duty to them. He suggests keeping exceptions for those who have medical or other legally provided grounds for deferral.

The author explains his proposal by the “principle of equality of citizens before the law” and, in his view, the need for a more even distribution of duties to defend the state during wartime. In the petition the Cabinet of Ministers of Ukraine and the Verkhovna Rada are called upon to develop the relevant legislative changes.

At the same time, the mere appearance of the petition does not mean that the government or the Verkhovna Rada are already preparing compulsory mobilization of women. The head of the Center for Countering Disinformation at the NSDC, Andriy Kovalenko, responding to the spread of related messages, stated that there are no such plans.

“No female mobilization is planned, and likewise no changes regarding parents of three children are planned. Stop spreading nonsense,” – Kovalenko emphasized.

As of 10 August 2026, the current rules remain different. The Ministry of Defense of Ukraine explains that women who are on the military register may be called up for military service during martial law voluntarily. The general rule of compulsory mobilization applies to male conscripts aged from 25 to 60 years who are fit for service, do not have a deferral and are not reserved.

A separate procedure applies to women with medical or pharmaceutical education: they are subject to being registered for military service. For those who received the relevant diploma after 2025, the Ministry of Defense also provides for undergoing a military medical commission (VMC) within 60 days after automatic entry in the military register. Military registration itself does not mean automatic compulsory mobilization.

Thus, petition No. 41/010515-26ep is currently only the author’s proposal. For an electronic petition to be forwarded to the Cabinet of Ministers for consideration, it must collect the required number of votes, and even its consideration by the government does not by itself mean automatic amendments to the law.
