Mykolaiv may receive from donors five ready-made modular homes for internally displaced persons, which are planned to be installed on Bohoyavlenskyi Avenue. At the same time, the city must pay for land documentation, develop designs and lay water supply, sewage and electrical networks at its own expense, but funding for the utility networks is not available yet.

This became known on 23 July 2026 during a meeting of the permanent commission of the Mykolaiv City Council on ecology and nature management. The situation was explained to the deputies by the director of KP “Sviy Dim”, Maksym Lytvynenko. According to him, the city has funds for producing land plot passports and for land surveying works. However, additional resources from the city budget are needed to connect the homes to utility networks, and the required amount can only be determined after the designs are developed.

“At present, there are no funds,” — the enterprise director said.

Donors are ready to give Mykolaiv the first five homes if the city can connect them to the networks within three months from the moment the land plot passports are produced. Later, another eight modular homes are planned to be installed on this territory. Temporary housing will be allocated according to the waiting list, which includes about 120 families. No rent will be charged — residents will pay only for utilities.

The project to connect to the power grid can be financed by the municipal enterprise at its own expense. At the same time, the enterprise lacks funds for designing and laying the water supply and sewage. Initially, the installation of septic tanks on the site was considered, but Mykolaivvodokanal recommended connecting the housing to the centralized sewage system. According to Lytvynenko, given the planned number of homes, this will be more reasonable than installing separate septic tanks.

Each modular home will require at least 10 kW of electricity, since electricity will be the main source of heating. Small solid-fuel stoves are also provided in the homes in case of outages.

The commission chair, Olena Nesterenko, noted that without a defined cost and source of funding the project may remain only on paper: the city will spend money on land registration, but due to a missed three-month deadline it will not receive the homes. She suggested considering another plot where connection costs to the networks might be lower.

Deputies also asked about the possibility of placing housing on Oleh Olzhych Street in the Korabelnyi district. Maksym Lytvynenko replied that even with infrastructure nearby, it would still be necessary to develop connection designs for the electrical, water and sewage networks. He added that donors are reluctant to consider projects in the Korabelnyi district, although he does not know the reasons.

The deputy head of the city council’s land relations department, Yurii Platonov, noted that the plot on Bohoyavlenskyi Avenue has already been shown to the donors and they liked it.

Earlier, deputies did not approve the allocation of a plot of 35,594 square meters for modular housing. In the new project its area was reduced almost tenfold — to 3,250 square meters, divided into five plots of approximately 650 square meters each.

After the discussion, the commission agreed to put to the session a draft decision to grant KP “Sviy Dim” permission to develop a land management project for the allocation of plots for permanent use. Deputies are to consider the issue at the session on 30 July 2026.
