5 houses for IDPs stalled: Mykolaiv deputies failed to approve land in the Korabelnyi district

Deputies haven't seen the memorandum and doubt the balance-holder

Members of the Mykolaiv City Council did not approve permission to develop a land management project for the installation of modular houses for internally displaced persons in the Korabelnyi district.

The draft decision was considered at the city council session on June 30, 2026, but there were not enough votes to adopt it.

The plan concerns the installation of 5 modular houses funded by the Danish GAU Fonden. The city must provide the land plot, and after installation the houses will become municipal property. The land plot itself, with an area of almost 3.6 hectares, is located on Bohoyavlenskyi Avenue in the Korabelnyi district of Mykolaiv. The municipal enterprise КП ММР “Свій Дім” was to be granted permission to develop the land management project in order to later transfer this land to the enterprise for permanent use. Communication with the partners planning to install the houses is being coordinated by Mykolaiv’s Deputy Mayor Serhiy Koreniev.

Mayor Oleksandr Sienkevych suggested that the deputies did not understand the essence of the issue they were voting on.

“They did not give permission to develop the land management project for the installation of a modular settlement in the Korabelnyi district to our very municipal enterprise using grant funds,” the mayor protested.

After the failed vote Oleksandr Sienkevych asked a representative of the housing and communal services department to explain the terms of the project to the deputies.

Deputy Director of the housing and communal services department Ihor Nabatov reported that the city has already signed a memorandum with the Danish GAU Fonden. The partners are ready to install 5 houses, and the city authorities need only provide the land plot.

According to the official, IDPs will initially live in the houses, and after the end of the war they will be used as social housing.

“At the first stage IDPs will be accommodated there, and after the end of the war the houses will be used as social housing.”

Ihor Nabatov clarified that the houses will remain the property of Mykolaiv. Under the fund’s conditions they cannot be privatized or transferred into private ownership.

One of the reasons for the failed vote was the deputies’ doubts about the future balance holder. It was supposed to be КП “Свій дім”, which is planned to be reorganized into the enterprise “Своя домівка”.

Councilwoman Olena Kyselova said she supports the installation of the modular houses but does not agree with the choice of the municipal enterprise responsible for their maintenance.

“I asked the housing and communal services department to appoint another executor. There are questions about the enterprise that is being reorganized.”

Deputy Fedir Panchenko explained that he did not support the decision due to the lack of information about agreements with the partners.

“I have not seen any memorandum and have heard nothing about this project.”

After the explanations, Oleksandr Sienkevych criticized the city council’s work and recalled the period at the start of the full-scale war, when the mayor could independently adopt some decisions regarding the budget and the city’s life support.

“How glad I am that at the beginning of the war decisions regarding the budget and the development of various projects important for the city’s life were made without a city council session, and the mayor was allowed to act; otherwise we would still be sitting without water, without distribution points, etc. Well, then we will sit without the support of our partners from Denmark as well.”

Councilwoman Hanna Remennikova drew attention to the fact that the city council is simultaneously considering the reorganization of КП “Свій дім” into КП “Своя домівка”. In her opinion, it is impractical to resolve a land issue for an enterprise that will soon change its legal form.

“The draft session decisions include a point about reorganizing КП ‘Свій дім’ into ‘Своя домівка’. The enterprise will still be reorganized into another one, and we will have to vote again.”

Deputies also questioned the suitability of the chosen location. The area proposed for the houses is behind the “Epicenter” shopping center in the Korabelnyi district.

Deputy Anatoliy Petrov noted that there are no proper roads, infrastructure, kindergartens or schools near the future settlement.

“Why didn’t you consider Oleh Olzhych Street, for example? There is all the infrastructure there, and it would be appropriate to install these houses there.”

Ihor Nabatov replied that the plot was chosen jointly by the land resources department, the architecture department and the housing and communal services department.

In the end, the deputies did not support either the permission to develop the land management project or the reorganization of the municipal enterprise that was to become the maintenance holder of the houses.

Both issues are planned to be reconsidered at the deputies’ committees taking into account the remarks made, after which they will be brought again to the city council session.
