"Good evening, we're from the ministry": Vitalii Kim is being taken from the Mykolaiv region to the Cabinet
Is Vitaliy Kim leaving Mykolaiv Oblast for the Cabinet? A ministerial seat is being prepared for the head of the OVA
The head of the Mykolaiv Regional Military Administration, Vitaliy Kim, may leave his post and move to work in the new Cabinet of Ministers. He is being tipped to lead the merged Ministry for Veterans and Internally Displaced Persons.
The preliminary composition of the future government was presented 15 July 2026 during a meeting of the parliamentary faction “Servant of the People”. Parliamentary member Yaroslav Zhelezniak reported the personnel agreements. Sources close to Suspilne in the presidential faction also confirmed information about a possible appointment of Vitaliy Kim.
Under the preliminary plan, the new Prime Minister of Ukraine is to be the chairman of the board of NJSC “Naftogaz of Ukraine”, Serhii Koretskyi. On the evening of 15 July, his candidacy and the future government structure were discussed by “Servant of the People” deputies with the participation of the President of Ukraine, Volodymyr Zelensky.
One of the most notable personnel changes could be the move of Vitaliy Kim from the Mykolaiv RMA to central government. The Ministry for Veterans is planned to be merged with the department supporting IDPs. The current head of the agency, Nataliya Kalmykova, could be replaced by the head of the Mykolaiv region.
There is currently no official decree dismissing Vitaliy Kim from the position of head of the Mykolaiv RMA. It has also not been announced who might lead the region after his possible transfer to the Cabinet. Final decisions must be formalized after votes in the Verkhovna Rada.
The preliminary composition of the new government looks like this:

- Minister of Foreign Affairs — Andrii Sybiha;
- Minister of Social Policy — Denys Ulyutin or Daryna Marchak;
- Minister for Veterans and IDPs — Vitaliy Kim;
- Minister of Education and Science — Andrii Butenko;
- Deputy Prime Minister for European Integration — Vsevolod Chentsov;
- Minister of Economy and Ecology — Oleksandr Kravchenko;
- Minister of Agrarian Policy — Taras Vysotskyi;
- Minister of Regional Policy — Vitaliy Bezgin;
- Minister of Infrastructure — Mykola Kalashnyk;
- Minister of Justice — Denys Maslov;
- Minister of Digital Transformation — Oksana Ferchuk;
- Minister of Internal Affairs — Ivan Vygovskyi;
- Minister of Defense — Ihor Klymenko.
The Ministry for Communities and Territories Development, headed by Oleksii Kuleba, is planned to be split into two separate agencies — the Ministry of Regional Policy and the Ministry of Infrastructure. According to preliminary information, Oleksii Kuleba himself will not join the new Cabinet composition.
Thus, after more than 5 years of leading the region, Vitaliy Kim may leave the Mykolaiv region and move to the government. However, this currently concerns only a preliminarily agreed candidate, not a finalized appointment.
