Opendatabot counted: in the Mykolaiv region, 3 court cases were opened due to traffic accidents involving electric scooters

In Ukraine electric scooters are increasingly becoming the cause of road traffic accidents that reach the courts. Over the past one and a half years Ukrainian courts have considered at least 132 cases related to accidents involving electric scooters.

This is evidenced by data from the court registry search engine “Babusya”, which was published by Opendatabot.

According to the study, in 79% of cases the perpetrators of accidents were electric scooter riders. In total, there are 104 cases in which responsibility for the accident was placed on users of this transport.

Minors were involved in almost one in three cases. Teenagers took part in 38 court proceedings, which is 29% of the total number of cases considered.

The largest number of accidents caused by electric scooter riders was recorded in Odesa Oblast: in 2025 there were 11 such accidents, and in the first five months of 2026 — another 12.

Next are Lviv Oblast with 11 cases in 2025 and 5 in 2026, and Vinnytsia Oblast, where 5 such cases were recorded last year and 4 this year.

The top five regions also included Volyn and Kyiv Oblasts.

Mykolaiv Oblast did not make the list of leading regions by number of such court cases. At the same time, Mykolaiv recorded 3 cases that reached court consideration.

The most common category of violations were accidents caused by failure to comply with traffic rules. In the past one and a half years courts considered 57 such cases.

Typical situations include collisions with cars, hitting pedestrians, property damage and leaving the scene of the accident.

The second common category is riding an electric scooter while under the influence of alcohol or drugs under Art. 130 of the Code of Ukraine on Administrative Offences (KUpAP). There were 47 such cases during the study period.

Punishment in such cases is mostly standard — a fine of 17,000 hryvnias. For repeat offenses the amount can increase to 34,000 hryvnias, and may be accompanied by disqualification from driving vehicles.

Researchers also note the involvement of minors. If the electric scooter rider is under 16 years old, administrative liability may be placed on the parents for failure to properly fulfill child-rearing duties.

In a number of cases courts fined the parents of teenagers who caused accidents.

Court decisions also repeatedly emphasize: electric scooter riders are full participants in road traffic and must follow the rules on equal terms with others.

In particular, when crossing pedestrian crossings electric scooter users must dismount and cross the road on foot.

The size of fines in cases related to electric scooters depends on the nature of the violation. For certain administrative offenses, courts impose fines starting from 850 hryvnias, while penalties for driving under the influence start from 17,000 hryvnias.

In addition, offenders must pay court fees and, in some cases, compensate the victims for material damage.
