The Commercial Court of Mykolaiv Oblast initiated proceedings; the debt arose from the use of municipal land adjacent to the port in 2021–2025
In Mykolaiv, the prosecutor’s office has gone to court seeking to recover from an unscrupulous land user nearly UAH 15 million for use of a plot under a property complex on the territory of the former Black Sea Shipbuilding Plant.
The regional prosecutor’s press service reported that the Mykolaiv district prosecutor’s office found that a business entity acquired the property complex within the territory of the former ChSZ — one of the city’s key industrial sites — but did not pay land rent to the city budget.
According to the investigation, during the period from 2021 to 2025 the enterprise actually used 14.6 ha of municipal land in the port-adjacent zone, densely occupied by industrial facilities, and during that time did not transfer a single hryvnia in rent payments.
As a result, the budget of Mykolaiv lost out on nearly UAH 15 million — funds needed for the city’s socio-economic programs, defense needs and the restoration of damaged infrastructure.
The Commercial Court of Mykolaiv Oblast accepted the claim for consideration and opened proceedings in the case.
Media suggest the company in question is “Naval Park”, which is linked to oligarch Vadim Novinsky.
