The Verkhovna Rada will move to regulate Telegram

Parliament will consider a draft law on controlling the activities of messaging apps in Ukraine

The Verkhovna Rada of Ukraine will soon consider bill No.11115 aimed at regulating the activities of the messenger Telegram and similar platforms within the country. The initiative was supported by the parliament’s relevant committee, the bill’s author, Member of Parliament Mykola Knyazhytskyi, reported.

In his statements, Knyazhytskyi emphasized the dangers posed by messengers. According to him, Russian intelligence services use such platforms for recruitment, coordination of sabotage actions, spreading fake news and other crimes. He also noted that threats may come from other digital platforms, such as video games and TikTok.

The bill is not intended to ban messengers or introduce censorship, but envisages a requirement to disclose information about the owners and financing of these platforms. It also provides for mandatory liaison with state authorities and measures to respond to terrorist threats, fraud and other dangers.
