At a press conference on 25 March 2026 the director of OKP «Mykolaivoblteploenerho», Mykola Logvinov, reported that in the Korabelnyi district of Mykolaiv during January and February 29 generators have already been installed to power individual heat points (ITPs) in multi-storey residential buildings, and by the start of the next heating season the company will equip ITPs with comprehensive backup power sources.

According to the head, the company received shipments of inverters and batteries from donors. By the beginning of the heating season they plan to outfit all buildings in the Korabelnyi district that are on the balance sheet of «oblteploenerho» with this equipment to ensure ITP operation during power outages. Additionally, facilities will be equipped with generators, since inverter-only autonomy usually lasts only 3 – 7 hours.

The modernization trap: about a hundred multi-storey buildings in the Korabelnyi district freeze when the power goes out

At the same time they are preparing a project for the Korabelnyi and Zavodskyi districts that includes the purchase and installation of ITPs and connecting them to power sources with an estimated autonomy of up to 12 hours.

Explaining the scale and causes of the problem, Logvinov said it concerns a limited number of buildings in the Korabelnyi district where it is impossible to arrange bypass lines or open a bypass without disrupting hydraulics. He stressed that all ITPs on the company’s balance in this district will be equipped with inverter-battery units and generators.

“This situation with the ITPs that has arisen concerns approximately 25 buildings in the Korabelnyi district, because you cannot make bypass lines there and you cannot open a bypass (a bypass pipeline or channel that creates a reserve path for the movement of water, electricity, etc. – ed.), etc., since that would disrupt the hydraulics. This is not such a widespread problem, but an ITP in any case cannot operate correctly without a power source. Therefore all ITPs that are on the balance of ‘oblteploenerho’ in the Korabelnyi district will be equipped with inverter-battery units and generators”.

Separately they are considering a long-term project to build new ITPs in the Korabelnyi district and on Namyv — in total they plan to construct 220 units.

The head emphasized that new ITPs will be designed from the outset with reinforced inverter-battery systems to better withstand possible blackouts.

“And when we start designing new ITPs, they will from the very beginning be equipped with inverter-battery systems with a large reserve of operation so that in the event of blackouts they will perform better”.
