Kiosks, housing, and land for sale: what issues in Korabelnyi were brought before the land commission
10 square meters for trading and over a hectare for production
Three commercial structures near one building, five plots for housing, land for an industrial facility, and an appraisal ahead of a possible sale. These are among the issues concerning Mykolaiv’s Korabelnyi district included in the land commission’s materials, as its meeting continued on October 16, 2026.
The relevant draft decisions have been published among the commission materials. They cover various procedures, from preliminary approval of easements for temporary structures to granting land for permanent use and preparing an expert appraisal.
Near 37 Znamianska Street — three applications for commercial structures
Three entrepreneurs have applied to place permanent temporary structures near residential building No. 37 on Znamianska Street.
The agenda appendix lists:
- Dmytro Oleksandrovych Khoroshylov — draft s-zr-303/423, estimated plot area: 10 m²;
- Inna Anatoliivna Medviedieva — draft s-zr-303/422, estimated area: 10 m²;
- Tetiana Stepanivna Chorna — draft s-zr-303/418, estimated area: 9.9 m².
In all three cases, preliminary approval is proposed for concluding personal fixed-term easement agreements. This is required to prepare technical documentation and determine the boundaries of land use.
The plots are identified in the drafts as undeveloped. The documents refer to findings issued by the Department of Architecture and Urban Planning on July 31, 2026.
If the relevant decisions are adopted, the entrepreneurs will have to submit the completed technical documentation to the Administrative Services Department within 6 months.
On Bohoiavlenskyi Avenue — five plots for housing
A separate draft, s-zr-200/453, concerns approval of land-management documentation for the allocation of 5 plots on Bohoiavlenskyi Avenue.
The plots are proposed to be granted to the Department of Municipal Services of Mykolaiv City Council for permanent use to build and maintain residential buildings, outbuildings, and other structures. The draft title states that the area is undeveloped.
This is a continuation of the land preparations for modular housing for internally displaced persons. Earlier, the city council authorized the preparation of land-management documentation: a decision dated August 6, 2026, No. 56/19 provided for the formation of 5 plots with an estimated total area of 3,250 m², approximately 650 m² each.
Korabelov.info reported on preparations for the site in September. At the time, the matter concerned formalizing the land for the subsequent installation of modular homes.
Near 30-a Okeanivska Street — a group of temporary structures
Another draft, s-zr-155/619, was prepared following an application by sole proprietor Tetiana Mykolaivna Kोरчемаха.
The entrepreneur is seeking preliminary approval to conclude a personal fixed-term easement agreement to place a group of permanent temporary structures near residential building No. 30-a on Okeanivska Street.
That is how the location is specified in the document’s official title — near the building, not inside it or at the address of a separate permanent shop.
The draft concerns preliminary approval of a land-use procedure. Its inclusion in the commission materials does not, by itself, constitute permission to install the structures.
64I Prymiska Street — more than a hectare for an industrial building
Draft s-zr-260/65 provides for arranging a land lease for Oleh Vasylovych Barbarosh.
It concerns a 10,069 m² plot at 64I Prymiska Street, intended to serve an industrial building and its outbuildings and auxiliary structures.
The draft proposes approving the land-management documentation for allocating the plot. Its cadastral number is 4810136600:11:079:0028.
The document also sets restrictions on the use of parts of the site because of utility protection zones. These cover 477 m² and 332 m².
The appendix lists this item among the drafts previously added to the commission’s agenda but not considered.
198 Fontanna Street — land appraisal ahead of a possible sale
Draft s-zr-200/282 concerns granting permission for an expert monetary appraisal of a plot at 198 Fontanna Street.
The document title states that the land is to be sold to LLC “BUTAN IMPEX”. The plot’s cadastral number is 4810136600:06:043:0043, and the area is identified as developed.
The subject of this draft is permission for an expert appraisal, not approval of a completed sale or announcement of a final price.
Thus, the items included in the commission materials are at different stages of processing. Preliminary approval of an easement, land allocation, and land appraisal have different implications, and the drafts themselves do not confirm that the city council has adopted final decisions.
We previously reported:
- A stop with a shop at the intersection of two avenues: in Korabelnyi, the land for a kiosk with a retail pavilion was not approved
- Preparations for a “paperwork” stage for a settlement for displaced people to begin in Korabelnyi district
- The houses are there, but there is no money for utilities: Mykolaiv could lose housing for displaced people in Korabelnyi district
