What territorial recruitment centers are not allowed to do to you - explained Lubinets
The Ombudsman explained what is allowed and prohibited for TCK employees
Mobilization legislation defines which actions employees of territorial recruitment and social support centers may take during mobilization measures, and what is prohibited for them. In particular, employees of the TRCs and SCS have no right to take away the phone, documents, or personal belongings of persons liable for military service.
This was stated on October 5, 2026 by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets, who published a video explaining how mobilization should take place in accordance with the law.
According to the ombudsman, employees of the territorial recruitment and social support centers are allowed to:
- check military registration documents;
- deliver summonses and other documents in the manner prescribed by law;
- refer persons liable for military service to military medical commissions;
- maintain military records.
At the same time, employees of the territorial recruitment and social support centers are prohibited from:
- using physical force and threats;
- seizing phones, documents, or personal belongings;
- ignoring a person’s right to deferment or their health condition;
- detaining a person in the premises of the centers without legal grounds.
Lubinets emphasized that mobilization measures must be conducted in accordance with the law, not by using coercion.
“I have repeatedly stressed: the legacy of the previous leadership of the Ministry of Defense must not be repeated. Violations of rights during mobilization are also the responsibility of the new Commander-in-Chief,” – said Dmytro Lubinets.
