There is a plan, but you won't see it: in Mykolaiv, they discussed the climate future

The city has become the only Ukrainian participant in an international project

In Mykolaiv, officials reported the presentation of the local Adaptation Plan to Climate Change, calling it the main result of the international project “Strengthening local capacities to respond to climate change in the Black Sea Basin” (LAP BLACK). At the same time, the Mykolaiv City Council’s statement did not publish the Plan itself or a link to the document. A specific list of planned measures, timelines for their implementation, costs, or those responsible for implementation was also not provided.

The final stage of the international project was an informational and educational conference titled “Adaptation Plan to Climate Change. Strategic Resilience of the Community”, which was held at the M. L. Kropyvnytskyi Central City Library.

The LAP BLACK project was implemented with the support of the European Union under the Interreg NEXT Black Sea Basin 2021–2027 programme. Partner organizations from four Black Sea region countries — Turkey, Georgia, Greece and Ukraine — participated.

Ukraine in the international project is represented by the All-Ukrainian public organization “Ukrainian Association of Business Support Centers”. It is cooperating with the pilot Mykolaiv community. At the same time, Mykolaiv became the only Ukrainian participating city in LAP BLACK.

The conference was opened by the director of the Department of Strategic Development and Investments of the Mykolaiv City Council, Tetiana Shulichenko, and the head of the All-Ukrainian public organization “Ukrainian Association of Business Support Centers”, Artem Vashchylenko.

According to the city council, during the meeting participants reviewed the main tasks of the developed Adaptation Plan to Climate Change, the current state and potential for adaptive development of Mykolaiv and the Mykolaiv region, as well as “specific local actions” that are said to strengthen the community’s climate resilience.

Representatives of the public, education, science, culture, business, municipal organizations and institutions were invited to the discussion.

However, which exact “specific local actions” the Plan envisages was not specified in the city council’s statement. There is no information about what exactly is planned to be changed in Mykolaiv, when this should be done, how much it will cost, and who will be responsible for implementation. Therefore, from the published information residents can currently learn mostly about the fact that the conference and the document presentation took place, but not about its practical content.
