In Ukraine, a postponement of mobilization is being proposed for unmarried men without children

The authors of the petition cite demographic challenges and the risk of losing part of the young population as the reasons for the initiative

A petition was registered in Ukraine proposing to introduce a temporary deferment from mobilization for conscription-eligible men who have never been in an official marriage and do not have their own children. The initiators believe that such an approach could combine defense needs with the necessity of overcoming the demographic crisis.

The petition is No.41/010772-26еп “On granting a temporary deferment from mobilization to bachelors without children for the sake of a fair demographic recovery of Ukraine.” It was submitted on 27 August 2026, and as of 28 August the appeal had been supported by 392 people.

The authors of the petition note that Ukraine has faced serious demographic challenges and risks losing a significant portion of the young population that has not yet had time to form a family and have children. To respond to this problem, they propose making amendments to the law “On mobilization preparation and mobilization.”

The proposed provision would specifically concern a temporary deferment for men who are not officially married and do not have their own children. The initiators believe this would give young people additional time to form a family and have children.

Confirming the right to such a deferment, according to the authors’ idea, could be done using state registries. The basis would be the absence of a registered marriage and information about children. As the petition emphasizes, this would help minimize opportunities for corrupt abuse.

One of the main arguments the initiators cite is preserving the human and professional potential of the state. They note that after finishing school young people may spend years obtaining higher or vocational education to become specialists and later develop the economy, innovation, and infrastructure.

At the same time, the authors consider it unfair when men who have devoted the first years of adult life to education and professional development can be mobilized before they have formed their own family. For comparison, the petition mentions men with three or more children who are entitled to a deferment.

The appeal also states that in Ukraine men typically marry for the first time at ages 28–30 years. Separately, the authors raise the topic of debates regarding deferments for parents of many children.

According to the initiators, after the petition proposing the cancellation of deferments for fathers of many children appeared, other appeals were created. They concerned child protection, the state’s family policy, and the importance of demographic recovery.

At the same time, the authors of the new petition draw attention to the situation of young men who have not yet had time to marry or become fathers. In their view, the special status of fathers with many children should not create the impression that the lives of men without children or with one child are of lesser value to the state.

The petition emphasizes that unmarried men also have parents, close people, and their own plans for the future. Therefore the state, the initiators believe, should take into account not only already formed families but also the possibility of new ones appearing.

The proposed deferment is called by the authors a way to balance Ukraine’s defense needs with the long-term preservation of the population and the restoration of demographic potential. They call for temporarily not mobilizing men who have never been in an official marriage and do not have their own children, arguing that this is necessary, in their view, to ensure a more equal and fair approach to preserving the Ukrainian nation.
