A bill to defer mobilization for parents of children under one year has been registered in the Rada
Document No. 15541 proposes to supplement Article 23 of the law on mobilization with a new ground for deferment
In the Verkhovna Rada of Ukraine a proposal was made to introduce one more ground for deferment from conscription during mobilization. It concerns men liable for military service who have a child under one year of age.
Draft law No.15541 was registered in parliament on 21 August 2026. As the Verkhovna Rada of Ukraine reports, the document provides amendments to Article 23 of the Law of Ukraine “On mobilization preparation and mobilization”.
If the draft law is adopted, men who have a child under one year old will be able to obtain a deferment from conscription during mobilization. It will be in effect until the child reaches the age of one year.
To this end, they propose to expand the list of grounds for deferment with the item:
“have a child under 1 year of age”
The authors of the document believe that such a change will allow parents to stay with newborn children and take part in their care and upbringing. Expected consequences also include support for families, encouragement of higher birth rates, and improvement of the demographic situation in Ukraine.
If the Verkhovna Rada adopts the law, it will enter into force the day after its official publication.
The publication also recalls Kostenko’s remarks about the Ministry of Defense preparing changes to the conscription age and radical mobilization measures.
