In Mykolaiv, the hospital director reported on services without specialists or equipment
The medical facility received more than 15.2 million budgetary hryvnias
The director of one of the hospitals in Mykolaiv Oblast, aware of the shortage of medical staff and necessary technical equipment, signed reports claiming the full provision of medical services. As a result, more than over 15.2 million hryvnias of budget funds were unjustifiably transferred to the account of the municipal non-profit enterprise.
This concerns the 58-year-old head of the medical facility. His activities were uncovered by investigators of the investigative department of the police with operational support from the Strategic Investigations Department in Mykolaiv Oblast of the DSR of the National Police of Ukraine and under the procedural supervision of the Mykolaiv Regional Prosecutor’s Office.
According to the pre-trial investigation, during the period from 2023 to 2025 the director of the municipal non-profit enterprise signed and ensured the execution of contracts for medical care of the population under the Medical Guarantees Program concluded with the National Health Service of Ukraine (NHSU). The contracts concerned:
- surgical operations for adults and children in inpatient settings;
- inpatient palliative medical care for adults and children;
- antenatal care in outpatient settings.
Law enforcement established that the hospital did not have an adequate material and technical base or a sufficient number of medical staff to meet the conditions of these contracts. Despite this, the official signed monthly reports about full medical services and ensured their submission to the NHSU.
As a result, over 15.2 million budget hryvnias were transferred to the medical institution’s account. The police note that this caused significant damage to the interests of the state.
Based on the collected evidence, the investigators, with the agreement of the procedural prosecutor, notified the director of suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine. He is accused of official negligence — improper performance of official duties due to a careless attitude toward them, which caused grave consequences and significant harm to state interests.
The sanction of the article provides for up to 5 years of imprisonment, deprivation of the right to hold certain positions or engage in certain activities for up to 3 years, as well as a fine of up to 750 non-taxable minimum incomes of citizens, or without such a fine.
Investigators served the suspect with a petition to impose a preventive measure. The pre-trial investigation is ongoing.
The police reminded about the guarantees of the presumption of innocence:
According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a guilty verdict of a court.
