The National Police has notified 76 heads of territorial recruitment centers of various levels of suspicion in cases of possible abuses during mobilization. Law enforcement officers are also checking the circumstances of the possible illegal reservation of almost 2,500 persons liable for military service. This was stated on August 11, 2026 by the acting head of the National Police, Maksym Tsutskiridze, in a comment to Ukrinform.

According to him, the police are intensifying investigations into possible violations in the work of TRCs, during the processing of reservations and the decisions of military-medical commissions.

“Rank, title, or the possession of any resources cannot be a shield from responsibility,” — emphasized Maksym Tsutskiridze.

At the same time, he noted that responsibility must be individual and based on evidence. The exposure of individual violations should not turn into accusations against all TRC employees or the automatic cancellation of lawful conclusions of the military-medical commissions.

Since the start of the full-scale war, investigators of the National Police have investigated 428 criminal proceedings regarding illegal assistance in evading service, issuance of fake medical conclusions, and organization of illegal departure abroad. 105 cases have already been sent to court, and other investigations are ongoing. During checks for possible abuses in the work of the military-medical commissions, law enforcement officers seized more than 83.5 thousand rulings. As of August 11, 6.5 thousand illegal decisions have already been canceled.

Separately, the police are investigating cases of evasion from conscription during mobilization. Under Article 336 of the Criminal Code of Ukraine, suspicion has been reported in 6,417 criminal offenses, and 6,162 indictments have been sent to court.

The National Police emphasized that a notice of suspicion does not mean the end of the investigation or proof of guilt. Investigators must check each episode, identify all involved parties, and gather evidence for court.
