Fake about 16-year-old "partisans" and ТЦК: Russia is preparing an informational justification for terror

Center for Countering Disinformation 27 May 2026 reported, that Russian propaganda launched another fake about territorial centers for recruitment and social support and underage girls.

According to the CCD, propaganda outlets of the Russian Federation began spreading an invention that the territorial centers for recruitment and social support had been tasked with enrolling girls aged from 16 years for four-year in-person training “in methods of guerrilla warfare and sabotage” at leading Ukrainian universities. The Center for Countering Disinformation emphasized that such information does not correspond to reality. In Ukraine there are no “special faculties for underage female partisans”, and territorial centers for recruitment and social support do not recruit students for educational institutions.

In fact, universities and colleges are introducing the subject “Fundamentals of National Resistance”. At the same time this subject does not mean taking a military oath, undergoing a medical examination, obtaining a military registration specialty, or acquiring the status of a person liable for military service.

The CCD explained that the goal of such a fake fits into the broader strategy of the Russian Federation to justify terror against Ukrainian civilians. Russian propaganda is trying to create an informational background where Ukrainian educational institutions, students, and minors can be falsely presented as so-called “military targets”.

It is particularly dangerous that fabrications about “minor saboteurs” Kremlin may use to justify strikes on educational institutions and other civilian objects. This is why such messages must not be circulated without verification, even with critical comments. For Ukrainians this is another reminder: the Russian information war works not only to discredit the territorial centers for recruitment and social support, the army, or education, but also to prepare justifications for real terror against peaceful towns and communities.
