Injuries, the death of family members and serious illnesses: who in Mykolaiv receives assistance from the budget

In the first four months of 2026, residents of Mykolaiv were paid 794 thousand hryvnias in material assistance from the city budget.

This was reported during a live broadcast by the director of the Department of Labor and Social Protection of the Population of the Mykolaiv City Council, Serhii Vasylenko, on 22 May. According to him, the city has been providing material assistance only for the last two years. In the first three years of the full-scale war, such payments from the city budget were not made.

First of all, the assistance is intended for civilians who were wounded on the territory of Mykolaiv as a result of the war.

Serhii Vasylenko explained that the decision on the specific amount is made not by the director of the department or the mayor, but by a special commission:

“These are primarily those who suffered from the war unleashed by our neighbor. This is assistance to those civilians who were wounded on the territory of our city. Such assistance is provided in amounts up to 20 thousand hryvnias. Why up to 20 thousand? The decision is not made by the director of the department nor the mayor. The decision on which amount to allocate is made by a commission that includes representatives of social services, public organizations, and medical institutions. The commission, depending on the person’s injury, determines which amount to pay.”

A separate payment is provided for relatives of civilians killed on the territory of the city. One relative is paid 30 thousand hryvnias.

If a child died as a result of the war, the amount of assistance to the parents is 100 thousand hryvnias.

“Here the amount is fixed: 30 thousand hryvnias is paid from local budget funds to one relative of the deceased. If a child died, the amount is increased. Unfortunately, such cases have occurred during the years of the war. Parents are paid 100 thousand hryvnias. They should apply to any of the departments of social payments and compensations that exist in all four districts,” — explained Serhii Vasylenko.

Mykolaiv residents who were hospitalized for illness can also apply for material assistance. The amount of the payment depends on the severity of the illness and the financial resources available for the given month.

“Moreover, you can apply for a period of no more than one year from the date of application. Therefore, even if you were hospitalized last year and did not apply at that time, if there are supporting documents you can submit an application for material assistance to the commission. Amounts vary. They depend on the financial resources available in a given month and on the severity of the illness… Obviously, these are not the amounts we would like to provide to the city’s residents, especially those who are seriously ill, but, unfortunately, due to the war the budget’s capabilities are limited,” the official added.

He clarified that assistance is provided based on the fact of illness, i.e., after treatment or an operation has been carried out.

Now the application for material assistance must be submitted not to territorial centers, but to the departments of payments and social compensations in the city’s districts at the place of registration.
