Thousands of students in the Korabelnyi District may be left without meals: the prosecutor's office is demanding 6.7 million UAH from the contractor
Three months of repairs turned into a year: the cafeteria of Lyceum No. 40 still hasn't opened
Mykolaiv Regional Prosecutor’s Office is demanding through the court that the contractor be ordered to pay UAH 6.7 million in penalties for the untimely repair of the food facility of Mykolaiv Lyceum No. 40 in the Korabelnyi District of the city of Mykolaiv. The prosecutor’s office reported this on 13 May 2026.
According to juvenile prosecutors, in 2024 the Capital Construction Department of Mykolaiv City Council signed a contract for the capital repair of the food facility of Mykolaiv Lyceum No. 40. The cost of the works was almost UAH 25 million. According to the contract terms, the contractor was to complete the capital repair of the food facility within a three-month period. The purpose of the works was to create conditions for quality, safe and adequate meals for children. Instead, the prosecutor’s office alleges, the completion deadlines were unjustifiably extended by nine months. As a result, the food facility remains unfinished and cannot be used for its intended purpose.
The prosecutor’s office emphasizes that Mykolaiv Lyceum No. 40 has one of the largest food facilities among educational institutions in the Korabelnyi District of the city of Mykolaiv. For this reason, the institution was designated as a hub for organizing meals for students of other general secondary education institutions in the district. On the basis of the food facility of Mykolaiv Lyceum No. 40, meals were also to be provided for students of Gymnasiums No. 29, No. 43 and No. 47 of the Mykolaiv City Council.
The prosecutor’s office believes that the unjustified extension of the work deadlines violates the interests of the state and leads to non‑compliance with state-guaranteed protections of the constitutional rights of 2,262 students of these educational institutions. This concerns the right of children to quality, safe and adequate nutrition that must meet modern sanitary standards. Because of this, the Mykolaiv City District Prosecutor’s Office exercised its representative powers and went to court. In the lawsuit, the prosecutor’s office asks the court to declare the additional agreements invalid and to recover from the unscrupulous contractor UAH 6.7 million in penalties.
Currently, the Economic Court of Mykolaiv Oblast has opened proceedings in the case at the suit of the Mykolaiv City District Prosecutor’s Office. The case is ongoing.
It is worth recalling that back in 2024 the site Korabelov.info reported a tender for the capital repair of the Lyceum No. 40 food facility for UAH 24,541,490 including VAT. At that time it was stated that the project was planned to be completed by 31 January 2025, although the lyceum itself was operating remotely.
