After the high-profile terrorist attack in Kyiv, the court imposed preventive measures on police officers suspected of official negligence. This concerns actions during the shooting that led to multiple victims.

At the prosecutors’ request, Pecherskyi District Court of Kyiv imposed preventive measures on two officers of the capital’s patrol police. This was reported on April 21 2026 by Ruslan Kravchenko.

The law enforcement officers are suspected of committing the crime provided for in Part 3 of Article 367 of the Criminal Code of Ukraine — official negligence that caused grave consequences.

The court decided to remand both suspects in custody for 60 days with the right to post bail in the amount of 266 240 UAH for each.

The patrol officers are Mykhailo Drobnytskyi and Anna Dudina, who, according to the investigation, during the terrorist attack on April 18, 2026 left the scene without using their weapons to stop the attacker.

During the hearing Mykhailo Drobnytskyi admitted that he regretted the events, saying he constantly reconsiders them. At the same time, his defense insisted the suspicion was premature and that the officer allegedly was among the first to arrive at the scene and called an ambulance.

Lawyers for both suspects asked for milder preventive measures — house arrest — but the court refused.

Anna Dudina explained that she did not open fire because she did not see the attacker. According to her, she was returning to the service vehicle to get a first-aid kit when she heard shots and tried to find cover.

She also stated that she did not transport an injured child due to suspected severe head trauma, which could have made moving them dangerous.

Recall, during the terrorist attack in Kyiv an armed man opened fire on passersby. As a result of the attack, seven people were killed.

The Prosecutor General Ruslan Kravchenko reported on the court’s decision and the investigation’s next steps:

“Today, at the prosecutors’ request, the court imposed preventive measures on two officers of the Patrol Police Department in the city of Kyiv. The court ordered detention with the right to post bail in the amount of 266 240 UAH for each. The prosecution insisted on detention, taking into account the severity of the consequences and the public resonance of the case. The investigation is ongoing. We are establishing all the circumstances of the incident”.
