Winter subsidies: who will have to submit a new application

With the start of the 2026–2027 heating season, housing subsidies in Ukraine will be recalculated. The Pension Fund of Ukraine will do this automatically for most recipients, but some people will need to submit a new application and income declaration.

Households that have already received assistance do not need to apply again if their household composition, financial circumstances, and other factors affecting their eligibility for a subsidy have not changed.

An application and declaration are required for those who:

• are applying for a housing subsidy for the first time;
• were denied assistance for the non-heating season;
• have had changes in circumstances that may affect their eligibility for a payment or its amount.

For subsidy calculations, the heating season runs from October 16 through April 15, inclusive. The October payment will cover the period from October 16 to 31 — 16 days in total. The actual date heating is turned on in a particular building does not affect this calculation. Recipients should receive their October payments in November.

Applying within two months of the start of the heating season makes it possible to receive a subsidy from October, provided eligibility began at the start of this period.

Documents can be submitted in the following ways:

• online — via the Pension Fund of Ukraine e-services portal or its mobile app;
• in person — at a Pension Fund of Ukraine service center or an Administrative Services Center (ASC);
• through authorized representatives of local communities;
• by mail — to a territorial office of the Pension Fund.

When assistance is calculated, the costs of thermal energy, natural gas, and electricity used for central, autonomous, and individual heating are taken into account.
