Even with partners’ consent, Mykolaiv cannot receive air defense systems directly

Where the systems are needed most will be determined by Ukraine’s military leadership

Mykolaiv cannot independently accept air defense systems from foreign partners—even if another country offers to transfer them specifically to the city. The military leadership of Ukraine decides where to deploy this weaponry based on defense needs. Mayor Oleksandr Senkevych gave this explanation during an interview.

According to the mayor, all Ukrainian cities are experiencing a shortage of air defense systems. The available systems therefore need to be distributed with the overall situation and military priorities in mind. Senkevych said he trusts the military command, as it has the information needed to determine where strengthening air defenses is most important.

“Even if I wanted to, and some foreign defense minister called me and said they were ready to transfer air defense systems to Mykolaiv, we wouldn’t be able to accept them. Simply because our military knows better which section of the front needs them most,” Mayor Oleksandr Senkevych explained.

Answering a question about talks with international partners to strengthen the city’s air defenses, the mayor also clarified his role during trips abroad. He represents the national position of Ukraine and does not conduct independent negotiations on arms supplies.

As an example, Senkevych cited his visit to Denmark in 2023. At the time, he raised the issue of transferring American F-16 fighter jets to Ukraine. According to him, about a week after the trip, Denmark agreed to transfer the aircraft. The mayor recounted this coincidence with a smile.
