Instead of the military medical commission — intensive care: man alleges he was beaten at a Territorial Recruitment Center in Cherkasy region

The victim has broken ribs and a ruptured lung; the head of the Territorial Recruitment Center was removed from his post

A man liable for military service ended up in the intensive care unit after a beating that, according to him, took place at the Zvenyhorodka Territorial Recruitment Center (TCC) in the Cherkasy region. The incident was reported by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets: the victim personally contacted him.

The man was supposed to be transported from Zvenyhorodka to Uman so that he could undergo a military medical commission. Instead, he was admitted to hospital with multiple rib fractures and a ruptured lung. The victim claims that at the territorial recruitment center he was beaten and doused with cold water.

He described his experience as follows:

“In my 54 years I have never encountered such humiliating treatment and abuse.”

As Lubinets reported, the criminal proceedings are being investigated by the Specialized Prosecutor’s Office for Defense of the Central Region. The head of the Zvenyhorodka District TCC has already been removed from his post.

In response, the Cherkasy Regional Territorial Recruitment and Social Support Center (TCC and SS) stated that an official investigation into this incident was appointed and began on August 7. The center also set out its position:

“The position of the Cherkasy Regional TCC and SS is firm and unequivocal: the system operates a zero tolerance policy toward any manifestations of violence, physical coercion, degradation of human dignity, or abuse of official powers. Neither position, nor military rank, nor circumstances can be a justification for unlawful actions.”

The regional center assured that it is fully and openly assisting a complete, objective, and impartial investigation of the circumstances of the case. The statement named the bodies with which it is cooperating:

  • Specialized Prosecutor’s Office for Defense of the Central Region;
  • Military Law Enforcement Service;
  • National Police of Ukraine.
