"Phantoms" return to Ukraine's roads: where they will operate and how they will record violations
Starting August 31, three patrol police cars will monitor speed in Kyiv and the region
From August 31, “phantom patrols” — service vehicles that look almost identical to regular cars — will return to Ukrainian roads. At the initial stage, three patrol cars will operate in Kyiv and the Kyiv region. Later, such vehicles are planned to be deployed in other regions, and their numbers will be increased.
The resumption of the “phantoms” was announced by the head of the Patrol Police Department, Oleksiy Biloshytskyi. The main purpose of the special vehicles is to improve road safety and reduce the number of people injured and killed in traffic accidents.
How “phantoms” record speed violations
The vehicles are equipped with modern automatic speed control systems. They can measure the speed of other vehicles while the phantom itself is in motion or when the patrol car is positioned on a designated section of the road.
After detecting a violation, the system reads and recognizes the vehicle’s license plate, then checks the obtained information against the relevant databases. The information is then sent to the automatic violation recording system. It processes the data and automatically generates an administrative offense order.
In most cases the driver will not have to stop: the violation will be recorded automatically.
Monitoring vehicles in two directions
“Phantoms” can detect speed violations in vehicles traveling in the same direction as well as in vehicles approaching the patrol car.
At the same time, the vehicles can also operate in manual mode. For this, they are equipped with two video cameras that allow monitoring the traffic situation in front of the service vehicle and behind it.
If inspectors see an especially dangerous violation, in particular creating an emergency situation, they can stop the driver and hold them accountable in accordance with Article 35 of the Law of Ukraine “On the National Police”.
The patrol police emphasize that the number of “phantoms” on Ukrainian roads will continue to increase. Drivers are urged to obey traffic rules and pay close attention to speed limits.
