Phantom police cars are planned to be reintroduced on Ukraine's roads

Ukraine plans to restore the operation of phantom police cars used to detect traffic violations. This was said by the Head of the Patrol Police Department, Oleksiy Biloshytsky, on the air of the 1+1 TV channel as part of the “United News” telethon.
According to him, the return of the “Phantoms” is part of a set of measures that the Ministry of Internal Affairs is implementing to reduce accidents and increase safety on Ukrainian roads.
Before they start operating, the vehicles must undergo technical adjustments, and their equipment must be inspected and verified. The police want to ensure that the system will work correctly and comply with legal requirements.
The “Phantoms” allow the patrol police to record traffic violations directly while in motion. In particular, this concerns cases of exceeding the posted speed limit.
In addition to bringing back the phantom cars, the authorities are considering strengthening administrative liability for speeding and systematic violations of traffic rules. Oleksiy Biloshytsky noted that penalties for drivers who regularly ignore the rules should be significant and unavoidable.
Thus, the tightening of road control includes restoring the operation of the “Phantoms” after the completion of technical procedures and a possible increase in liability for systematic traffic violations.
Recall that from 20 August 2026 it is planned to launch 50 new automated traffic enforcement systems on Ukrainian roads. After that, the total number of automated enforcement complexes in the country will be 426.
