The European Union plans to introduce a new package of sanctions against Russia in the autumn. It could become the largest since the start of the full-scale invasion. If the new restrictions are approved, the number of Russian citizens and companies on the sanctions lists could increase by about one third.

This was stated in an interview with the German publication Die Welt by the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas.

According to her, the new measures are intended to increase economic pressure on Russia to force Moscow to stop the war.

“For the autumn I propose the most extensive package of sanctions measures since the start of the war. Pressure must be increased until Moscow stops its war,” — said Kaja Kallas.

Kallas also noted that the sanctions imposed by the European Union have already inflicted significant economic damage on Russia. She estimated their amount at around 1 trillion euros.

The European Union has been imposing sanctions on Russia since the start of the full-scale invasion. 23 July 2026 the EU adopted its 21st package of restrictions. It concerns energy, the financial sector, cryptocurrencies and Russia’s ‘shadow fleet’.

As part of the latest package, 48 individuals and 170 companies were sanctioned. Overall, the EU’s restrictions include:

  • asset freezes;
  • travel bans;
  • trade and financial restrictions;
  • restrictions on Russian energy resources.

The European Union says the sanction pressure should limit Russia’s ability to finance the war against Ukraine.
